Hanoi targets smart government platform

Hanoi is making fundamental changes in the method of handling administrative procedures.

THE HANOI TIMES — Hanoi aims to build a smart administrative platform without administrative boundaries to best serve the needs of people and businesses in the capital.

Nguyen Trong Dong, Vice Chairman of the Hanoi People's Committee, made the statement at a meeting on science and technology development, innovation, and digital transformation in Hanoi this week.

With the mindset of "people and enterprises are customers", the municipal government aims to ensure the satisfaction of people and enterprises - the real customers of the administrative system, the official said.

"The establishment of an automatic monitoring and evaluation system based on data to ensure publicity and transparency will help people and enterprises monitor and supervise the process of handling administrative procedures records," Dong added.

He emphasized the application of artificial intelligence (AI) to connect data in the implementation of administrative procedures.

"Under the guidance of the government and the consensus of the whole political system, the Hanoi People's Committee has focused on piloting the model of a one-level public administration service center to fundamentally change the method of handling administrative procedures," Dong said.

Creation of a widespread network of online public service agents

Vice Chairman Nguyen Trong Dong said that Hanoi has opened two branches of the Public Administration Service Center in Cau Giay and Tay Ho districts.

This is one of the steps towards a model of providing public services without administrative boundaries in the city.

The branches are responsible for the complete and timely publication of the list of administrative procedures performed at the branches, the management of administrative procedures, the receipt and digitalization of records of administrative procedures, the monitoring and supervision of administrative transactions, and the collection of fees and charges (if any) in accordance with the regulations.

"Hanoi will continue to open 10 branches throughout the city on April 1 at public postal and technology enterprises," Dong said.

In addition, the Hanoi Public Administration Service Center has piloted the Online Public Service Agent model, which helps improve the efficiency of government management, cut down on cumbersome administrative procedures, and save time and costs for people and businesses.

It has approved a list of 94 online Public Service Agents operated by the three largest telecommunications networks in Vietnam.

Accordingly, 18 transaction stores of MobiFone Telecommunications Corporation (MobiFone), 50 of Vietnam Posts and Telecommunications Group (VNPT) and 18 of Military Industry and Telecoms Group (Viettel) will process public administrative services online.

The expansion of the Online Public Service Agent model not only helps people conveniently complete administrative procedures online, but also helps reduce the pressure on Hanoi Police's public offices, especially in the context of increasing demand for passport issuance.

The city is promoting digital transformation to build a digital government, which will contribute to increasing the rate of online administrative procedures, towards the goal of 80% of people using online public services by 2025, the deputy mayor emphasized.
