Hanoi: enhancing management of road vehicles in 2017-2020

Hanoi People’s Council has recently issued Resolution 04/2017/NQ-HDND dated July 4, 2017 on approving project “Increasing management of road vehicles in order to reduce traffic jam and environmental pollution in Hanoi in the 2017-2020 period, vision to 2030”.

The project aims to realize long-term and urgent measures to increase management of road vehicles in the 2017-2020 period, reduce traffic jam and environmental pollution, satisfy transport demand and improve living condition of the people.


 
It focuses on developing public passenger transportation system, thus meeting 30-35% of transport demand in central urban area by 2020, 15% of transport demand in satellite towns by 2020 and 40% of it demand by 2030; developing transportation infrastructure in conformity with other planning schemes, especially the ones approved by the Prime Minister, so that transport land accounts for 20-26% of urban construction land area in central urban area, 18-23% of construction land in satellite towns, and 16-20% of construction land in towns.

The Resolution approves six measures to be taken in three phases:
2017-2018 period: taking measures to manage vehicles and increase state management of transport;
2017-2020 period: taking measures to manage quantity and quality of vehicles, and develop public passenger transportation; taking measures to reduce private vehicles in crowded, congested streets;
2017-2030 period: gradually limiting the use of motorbikes in some areas, and preparing condition to ban motorbikes in urban districts in 2030.

The People’s Council assigns People’s Committee to complete and approve the project, build concrete plan and give detailed assignment to agencies at all levels.
