Hanoi launches drive to enrich national land database 

The move aims to improve land data accuracy and enhance public services and land administration through digital platforms.

THE HANOI TIMES — The Hanoi People’s Committee has issued Plan No. 286/KH-UBND to launch a campaign titled “Enriching and Cleaning the National Land Database” across the city.

The campaign, which runs from September 1 to November 30, aims to improve the consistency, completeness and accuracy of land data in the agriculture and environment sectors while enhancing the quality of public services and administrative reform in land management on digital platforms.

The municipal People’s Committee has requested that the campaign be implemented across all levels of government, ensuring that each unit aligns its participation with its political and professional duties.

Agencies and individuals are encouraged to act responsibly, take initiative and apply creativity in their work. Outstanding achievements should be promptly recognized and rewarded to inspire wider participation.

The campaign focuses on four key areas. The first is improving existing land databases to ensure accuracy, completeness, and reliability. This includes refining technical guidelines and procedures for data collection and updating, verifying land and property ownership data with the national population database and filling in missing information.

The second is developing new digital databases in areas without existing land or housing data by collecting and scanning land-use right certificates, housing ownership documents and ID cards of land users and homeowners.

The third is ensuring that the city’s land database is fully integrated and shared with the national system and other local agencies.

The fourth is enhancing the management and operation of land databases and public services to maintain security and protect information.

To ensure effective implementation, the city will follow six principles: clear responsibility, clear tasks, clear timelines, clear results, clear accountability and clear authority.

Leaders at all levels are responsible for directing and organizing the campaign while improving the quality of land-related public services and administrative procedures. The city will prioritize rewarding individuals and organizations that propose practical and innovative solutions.

The Department of Agriculture and Environment will serve as the lead agency for the campaign. It will provide guidance to departments, organizations and local authorities and will report the results and propose commendations for outstanding achievements to the Chairman of the Hanoi People’s Committee in coordination with the city’s Emulation and Commendation Board.
