Hanoi makes effort to complete draft Law on Public Administration

Survey team of the National Assembly’s Standing Committee had a working session with Hanoi to assess implementation of policies and laws on public administration. Vice Chairman of Hanoi People’s Committee Le Hong Son presided over the session.


 
Over the past time, Hanoi has issued regulations on decentralization in the fields of infrastructure, society and economy; that has created significant progress in leadership and instruction. The city’s project on working positions in administrative agencies are completed, and approved by Ministry of Home Affairs. Based on the list of working positions approved by the ministry, Hanoi agencies and units build Capability Framework for Job Placement.

Hanoi also takes drastic measures and increases leadership to develop e-government, promote application of information technology, build roadmap and policy for e-government for the 2016-2020 period, orientation to 2030. Currently, the city is cooperating with technology organizations to speed up the development of e-government and smart city in the area.

Over 200 administrative procedures are reviewed and simplified, contributing to save around VND 150 billion per year for organizations and individuals. Administrative procedures are processed according to regulations; many of them are finished ahead of time. Inspection and examination of administrative procedures are increased.   

Speaking at the working session, city’s agencies expressed their feedback on issues under their management. Vice Director of Department of Information and Communications Nguyen Minh Khanh emphasized that e-citizen plays an important role in building e-government.

Hanoi has recently launched pilot application iParking and electronic health records, and issued criminal records and driving license online; however, only few people use the services. Official  of the Department of Justice voiced concern over the lack of mechanism to realize policies under authority of local governments at city and province level, and lack of guidance to connect public services at level 3, level 4 with national portal of public services.
