Hanoi makes efforts to complete the socio-economic indicators in 2017

KTĐT - Over the first six months of this year, the Hanoi's gross regional domestic product (GRDP) expanded 7.37 percent, of which, services increased by 7.42 percent; industry - construction rose up by 7.55 percent; agriculture,2.25 percent.

The city’s export turnover was estimated at US$5,789 million, representing a year-on-year surge of 12.1 percent. Import turnover was estimated at US$ 14,233 million, up 20.7 percent compared to the same period last year.


In April, total revenue from goods and services is estimated at VND 182,014 billion, representing a month-on-month rise of 0.4 percent and a year-on-year surge of 6 percent. The city welcomes 11.85 million visitors, up 8 percent year-on-year. That figure included 2.3 million international arrivals, up 14 percent year on year.

Over the past time, the local authorities have spared no effort to improve the investment and business environment; encourage start-up, innovation, business development, and better provincial competitive index (PCI); support investors and enterprises on business registration; and solve business difficulties.

The city has launched Hanoi Innovative Business Incubator of Information Technology which is equipped with modern technical infrastructure and gathers qualified IT entrepreneurs and experts to assist startups in running their businesses.


The local authorities have also paid due attention to institutional and administrative procedure reforms with a view to creating the best conditions for enterprises; encourage business-startup, innovation; support investment; improve satisfactory level of citizens and businesses in administrative transactions and public administrative services.

The Capital City ranked second in IT application in administrative reforms, ranked third in Public Administration Reform (PAR) INDEX 2016 and climbed to the 14th place in terms of the provincial competitiveness index among 63 provinces and cities nationwide. The rate of online business registration was 70 percent. Up to 98.04 percent of enterprises enrolled in e-tax payment. Ha Noi attracts more investment capital for development. Non-state capitals are estimated at VND 190,922 billion, increasing 74.6 percent compared to the same period last year.

The highlight of Hanoi’s effort in drawing investment was the Hanoi 2017 – Investment and Development Cooperation “ held on June 25. At this conferece, Hanoi  has approved and granted investment licenses for 48 projects with total registered capital of VND74.37 trillion (US$3.25 billion) .  The city introduced a portfolio of 136 projects to call for a  total investment of VND 1.1 million billion.  At the conference, the city and investors also signed 15 memoranda of understanding worth nearly VND 135 trillion (US$5.94 billion).

Urban management and development are enhanced; a series of core infrastructure works are implemented on scheduled. Regulations have been enforced  for urban landscape and order; pilot project on parking management with mobile phones (iParking) is launched in Hoan Kiem District; inspections have been  conducted to tighten control and handle illegal, unregistered parking areas; illegal advertisement has severely been severely punished.

The Year of Administrative Discipline 2017 campaign is further expanded to  all levels and agencies, significantly improving civil servants’ sense, attitude and service quality. Special attention is paid to administrative procedures in registration and issuance of land use right certificate; culture, and social protection. National defense and local security are maintained; political security, social order are  ensured; foreign affairs and international integration are expanded.

The Capital city continues reforming administrative procedures in the field of registration and issuance of land use certificates; strengthening the inspection and examination of the observance of the legislation on environmental protection in industrial parks, clusters production and business establishments in the area. The city strives to complete the primary healthcare network and deploy the model on initial medical examinations and storing of medical data for every citizen to be used at subsequent medical check-ups.

In the time to come, the city will continue to review, amend and supplement mechanisms and policies in the direction of transparency; specifying responsibilities of heads and agencies at all levels and sectors, thus striving to fulfill targets for the second half of the year; further implementing Year of Administrative Discipline 2017 campaign, improving the investment and business environment, enhancing production and business in association with economic restructuring; speeding up the progress of disbursement for capital construction; seizing the opportunities of new investment, and taking comprehensive measures to attract investments; Implementing solutions to improve PAPI indexes, etc.

Addressing the conference, Chairman of the Hanoi People’s Committee Nguyen Duc Chung asked relevant agencies to focus on socio-economic management solutions, especially, paying special attention to social security, the poor, the people’s quality of life, further enforced the  Year of Administrative Discipline 2017 campaign; create favorable conditions for enterprises to develop and intensify solutions calling for investment in building industrial parks and industrial clusters and calling for investment in services.
