Accordingly, it is expected that 100% of domestic waste in urban areas is collected and handled, and 95-100% of domestic waste in rural area is collected and handled. Landfill rate is reduced to 30%; more waste is recycled with modern technology. 100% of industrial solid waste is collected, and 80% of solid waste is handled; all of toxic industrial and medical waste are collected and treated. 100% of construction waste is collected and kept properly according to regulations.
For water environment, the city aims to handle pollution in To Lich River and guarantee smooth flow in the dry season, complete general project on protecting environment in the basin area of Nhue and Day rivers, increase effort to build and implement plans to improve landscape, handle water environment and gradually revive the rivers.
Several tasks are specified in the 2017-2020 period as following:
Collect the wastewater and bring to the concentrated treatment system before disposal, handle serious pollution in the lakes in urban areas and the lakes attached to historical sites and tourist attractions; provide clean water to 100% of people in rural areas; 100% of latrines in households meet standards; 100% of operating industrial zones and clusters complete their concentrated wastewater treatment plant, and treat wastewater according to Vietnamese standard before disposing into the environment; 100% of hospitals and clinics under management of the city have wastewater treatment systems according to environmental standard; submit proposal to Ministry of Health and line ministries, asking for investment and handling of wastewater in 90% of central hospitals; 100% of private hospitals have wastewater treatment system;
For environment in craft villages: make plan to bring production processes which cause serious pollution out of occupational villages, and locate them in concentrated production areas; build wastewater treatment system before disposing into the environment;
For air environment: 100% of construction sites must be covered and taken measures to reduce dust; 100% of mineral exploitation and processing establishments have measures to protect the environment according to current regulations; 100% of production, trade and service facilities causing emissions must have equipments to minimize air pollution and put them into use; modern technology is applied to reduce emission from motor vehicles, trucks and buses.
In order to meet aforementioned targets, Hanoi Party Committee urges effort to implement three key targets and four major measures. Accordingly, there are three key targets: protect surface water and use natural resources sustainably; well manage waste disposal sources; improve polluted, degraded, exhausted rivers and lakes in association with building new lakes and protecting the city’s architecture, landscape and environment; reduce air and noise pollution, in particular in urban areas.
Four major measures are specified as following: increase leadership and instruction of Party units, and enhance state management of environment protection; improve people’s awareness of protecting environment as well as natural resources; increase environment inspection and examination, promptly detect and severely punish violations to protect the environment; mobilize resources and legitimate capitals for building technical infrastructure in the field of environment
