Hanoi’s authority has asked Hoan Kiem district People's Committee to develop the project on the relocation of citizens living in the Old Quarter and select investors to complete procedures for it.

In 2002, Hanoi city started building Viet Hung urban area in Long Bien district to relocate the people from the Old Quarter in a move to ease the extreme demographic density in this area. However, by 2013, when the first phase of the project was completed, only about 7,000 people or about 1,500 households were resettled in the urban area, leaving the population extreme density intact.
Local media quoted Chairman of the Hanoi People's Committee Nguyen Duc Chung as saying that the project is delayed due to the weak financial capacity of the investor who has been prosecuted on charges of fraud. He said over the past time, the city has drastically asked Hoan Kiem district to work more actively on the relocation issues. So far, the architectural plan and the first phase of the relocation planning has been approved.
The second phase of the project will need large land reserve to build housing for about 5,000 families, and will be implemented in the other place instead of Viet Hung as previously conceived.
The projects will be executed from the fourth quarter of 2019 and completed in 2020.
Hanoi Old Quarter has an area of about 81 hectares, with a total population of about 66,600 people, which corresponds to a density of 823 people/ha. Hanoi is expected to reduce the density to 500 people/ha, i.e, about 6,500 households with more than 26,000 people will be relocated, according to VnExpress.
The media added that the project is implemented to create favorable conditions for the preservation and restoration of valuable monuments and ancient architectural works, sustainable urban development. It also contributes to promoting economic development including tourism.
