Hanoi proposes cooperation with Los Angeles

The agreement, once signed, would help broaden and specify cooperation contents between the two cities, said Hanoi Mayor Nguyen Duc Chung.

Chairman of the Hanoi People’s Committee Nguyen Duc Chung proposed a Memorandum of Understanding (MoU) on cooperation between Hanoi and Los Angeles during a meeting with Eric Garcetti, Mayor of Los Angeles along with a delegation from the US’ city on July 28.

The visit of Los Angeles delegation coincided with the 10th anniversary of Hanoi boundary expansion. Hence, Hanoi's Chairman Chung briefed on the city’s socio-economic performance during the last decade.
Accordingly, during the period, Hanoi has achieved remarkable targets with a remarkable increase in average income, contribution to the state budget, and made long strides in tourism development and investment attraction, Chung said.
At the same time, the city attached high importance to social welfare with its US$2 billion spending within four years to build four million square meters of social housing for low income people. The city aims to reduce the poverty rate which is at 1.69% to under 1% by the end of 2018, Chung specified. 
Under a master plan until 2020 with vision to 2030, Hanoi will focus on making three breakthroughs including infrastructure improvement, administration reform and high-quality human resources.
The ciy launched a startup ecosystem portal in October, which has driven participation of some 800 businesses until now. There are around 260,000 enterprises in the city, a figure that is targeted to reach 400,000 by 2020. Hanoi authorities have also proactively applied technology in its governance, heading to turn the city into a smart and sustainable one.
However, Hanoi’s still facing side effects of the fast urbanization like environment pollution, traffic jam, clean water shortage, etc.
Therefore, the city’s chairman hoped that the government of Los Angeles would enhance their experience exchange with Hanoi in specific areas such as social housing, infrastructure development, industry-tourism-trade development, to eliminate those side effects and develop together.
Given the bilateral potentials, Chairman Chung also proposed a MoU signed between the two cities to broaden their partnership.
For his part, Mayor Eric Garcetti thanked Chairman Chung for his briefing and expressed his impression with Hanoi’s achievements during the past time. The Los Angeles mayor highlighted his hope that the two cities would make further steps in their relations.
Affirming the similarities in the two cities’ challenges as well as development goals, the Los Angeles mayor showed high goodwill with Chung’s proposal to establish a MoU on cooperation between the two localities.
First of all, Mayor Garcetti said, both sides can enhance cooperation in three main areas namely smart city, traffic and environment.
Also at the meeting, the Los Angeles Mayor invited Hanoi’s mayor to join the upcoming summit of C40 Network in September in San Francisco as well as to visit Los Angeles city, the two offers that Chung said he would consider.
