Implementing solutions to increase PAPI ranking is also necessary. The structure of public organizations needs to be reorganized and developed. It is necessary to implement regulations on every agency and unit and clearly define responsibilities and rights for each individual and organization. Furthermore, improving the rate of IT application in the operation of government agencies is crucial to provide citizens with access to public services. E-government can also improved if the database is developed, upgraded and expanded.
