Accordingly, Hanoi Party Executive Committee gives decision on key tasks for the second half of 2017, focusing on following issues:Reviewing, comparing the tasks for the second half with targets and missions for 2017; specifying responsibility of heads and agencies at all levels and sectors, thus striving to fulfill targets for the second half of the year; further implementing Year of Administrative Discipline 2017 campaign, improving the investment and business environment, enhance production and business in association with economic restructuring; speeding up the progress of disbursement for capital construction; seizing the opportunities of new investment, and take comprehensive measures to attract investments, while enhancing disbursement for domestic investment and ODA as well as FDI projects.
Directing investment in the works for livelihood, such as infrastructure, waste treatment, water supply in summer and drainage in rain season; conducting in-depth research on the effect of climate change to Hanoi, thus finding out proper, effective measures and proactively preventing, controlling flood in the rain season; increasing resources for new-style rural area construction; fulfilling criteria of 22 new-style rural communes; allocating fund to improve facilities of medical centers, thus striving to build standard medical centers in 2017.
Further taking drastic measures for construction management, urban order, natural resources and environment; increasing effort to implement Directive 09 of the Municipal Party Committee on enhancing leadership of the Party units at all levels to issue certificate of land use right and ownership of property on land for organizations and individuals, and Directive 08 of the Municipal Party Committee on increasing leadership for urban order and civilization. Secretaries of the Party Committees of districts, suburban districts and towns, Chairpeople of People’s Committees of districts, suburban districts and towns increase their leadership, further apply effective models and methods, and severely punish organizations and individuals who violate the laws.
Protecting the environment according to Resolution 11-NQ/TU dated May 31, 2017 of the Municipal Party Committee; increasing sense of responsibility of the Party units and governments at grassroots level, as well as people’s participation in environment protection; speeding up progress of building solid waste treatment plants; conducting regular examination, urging implementation and handling difficulties, thus accelerating progresses of key projects; checking and reviewing housing development, management of apartment buildings and resettlement houses in Hanoi.
Taking drastic effort for administration reform and building e-government; taking measures to improve the criteria of people’s participation, publicity and transparency, and responsibility to explain to the people; improving Provincial Competitiveness Index (PCI); enhancing the application of information technology in state agencies, and completing the three-level electronic One Stop Shop system which is connected with online public service system, thus providing at least 40% of public services on internet; conducting popularization, and give guidance to attract more people and enterprises to use online public services at level 3 and level 4; strengthening administrative disciplines, along with inspections.
Increasing cultural and social development; enhancing popularization and activities to mark the 70th anniversary of Vietnamese War Invalids and Marty’s Day (July 27); completing plan on building, renovating houses of contributors to the country; implementing the Code of Conduct in state agencies and the Code of Conduct in public places, hence creating significant changes in people’s behaviors; guaranteeing social protection, creating jobs for laborers; raising education quality in schools comprehensively, improving teaching methods as well as education quality at all levels; guaranteeing healthcare for people, preventing and controlling diseases, and tightening control over food safety and hygiene.
Proactively grasping the situation in grassroots, particularly the hot spots; receiving citizens, handling complaints and denunciations, preventing new hot spots and large crowd of petitioners pursuant to Directive 15-CT/TU dated December 16, 2016 of the Municipal Party Committee’s Standing Commission. Deputies of the Municipal Party Committee proactively give instruction according to assignment; ensure national defense, political security, social order and safety in rural and urban areas; take measures to improve people’s awareness of fire fighting and prevention.
Paying more attention to Party building, especially consolidation of the Party units; improving quality of political education and orientation for public opinion, conducting mass mobilization, and creating consensus among the people; handle shortcomings and problems strictly according to Resolution of the 4th Party Central Committee, Directive 05 of the Politburo, regulations and working processes; specifying responsibility of cadres and Party members, especially leaders of agencies and units.
Further implementing Resolution 39 of the Politburo, developing the contingent of cadres and civil servants to meet requirements of quality and quantity; implementing the personnel planning for the 2020-2025 period; enhancing inspection, supervision and implementation of the Party’s regulations as well as internal affairs; preventing, fighting corruption and wastefulness, while practicing thrift.
Increasing effort to build the great national unity; increasing cooperation and performance of Party units and governments at all levels, Fatherland Front Committee and social, political organizations, especially in the field of information exchange; promoting the role of people in supervision and social criticism; giving feedback for the Party and government building; organizing dialogues, receiving feedback and opinion of the people, and realizing regulations on dialogue between heads of Party units, governments at all levels with Fatherland Front Committee, social - political organizations and people in the city; handling the problems at grassroots level promptly; conducting information work, encouraging members of the Youth Unions, member of unions and all sorts of people to take part in emulation movements, especially movements on new-style rural area construction and civilized urban according to Directive 17-CT/TU dated April 11, 2017 of the Municipal Party Committee’s Standing Commission; organizing congress of the Youth Union and congress of the Veterans’ Association at commune level and city level (tenure 2017 - 2022).
