Hanoi sets up coordination group for Capital Zone

The main responsibility of the coordination group is to provide consultation for the city’s leaders on inter-provincial projects and solutions to boost the linkage among provinces/cities in the Hanoi Capital Zone.

The coordination group, which will be set up following a decision by Chairman of the Hanoi People’s Committee Tran Sy Thanh, will advise the municipal People’s Committee and the city’s leaders on inter-provincial projects, planning, and programs to boost the linkage among provinces/cities under the Hanoi Capital Zone.

Director of the municipal Department of Planning and Investment would serve as the head of the coordination group whose members will be senior officials from the Department of Planning and Architecture and relevant agencies in the city.

In addition, the coordination group would work with other provinces/cities to address issues of mutual concern, providing recommendations and policies for the development of the entire region.

A priority project for the coordination group at present is the No.4 Ring Road - Hanoi Capital Zone, which is scheduled to start construction in June 2023.

The project, with a total length of 112.8 kilometers and covering a combined area of 1,341 hectares, would run through Hanoi (58.2 kilometers), Hung Yen (19.3 kilometers), and Bac Ninh (25.6 kilometers).

With a total investment capital of VND85.8 trillion (US$3.7 billion), the project is scheduled to complete in 2026 and become operational in 2027. Of the total investment fund, Hanoi would contribute VND22.47 trillion ($967.2 million) from its local budget, Hung Yen VND1 trillion ($43 million), and Bac Ninh VND2 trillion ($86 million).

In the subsequent five years, the project funding would continue to be allocated VND14.5 trillion ($624.2 million), with Hanoi contributing VND4 trillion ($172 million), Hung Yen VND505 billion ($21.7 million), and Bac Ninh VND1.16 trillion ($50 million).

The private sector, meanwhile, is expected to fund VND29.4 trillion ($1.26 billion).

Once completed, the project would address the capital area’s shortcomings in inter-provincial linkage, and create a new growth engine for Hanoi and surrounding areas until 2030.
