Hanoi takes action to accelerate Ring Road No.4 project

The move aims to complete the land clearance and hand over all land by December 31, 2024, with some challenging cases finished before the Lunar New Year.

Hanoi, Bac Ninh, and Hung Yen aim to complete land clearance for all three provinces and cities before the Lunar New Year, paving the way for the start of construction of Component 3 of the Ring Road No. 4 project in the capital region by the second quarter of 2025.

The determination was made at a meeting on the progress of the Ring Road No.4 project chaired by Secretary of the Hanoi Party Committee Bui Thi Minh Hoai on December 12.

Regarding the project progress, Hanoi has approved and completed land clearance for 786.2/798.65 hectares (98.44%), leaving 12.45 hectares pending. This includes 2.93 hectares of agricultural land and 9.52 hectares of residential land.

The goal is to complete the land clearance and hand over all the land by December 31, 2024, with some challenging cases finished before the Lunar New Year.

Regarding adjustments to Component 1.1, the Department of Transport has submitted a proposal to the Hanoi People's Committee to extend the implementation deadline to the end of Q2 2025, with land clearance and infrastructure relocation to be completed by Q1/2025.

As for the funding allocated to Hanoi, a total of VND14.3 trillion ($595 million) has been allotted, of which VND10 trillion ($420 million) has been disbursed (71.81%). Of this, VND1.5 trillion ($63 million) has been disbursed in 2024 out of the planned VND3.7 trillion ($150 million) (41.68%).

Regarding the civil works component projects, for Component 2.1, 17 months from the start of construction, four construction packages have been launched along a 48.35 km stretch, with 32 active work fronts (23 for roads and 9 for bridges). The project is expected to be completed in Q4 2025.

For Component 3, the public investment sub-project in the PPP project, the Project Management Board has been conducting surveys and preparing technical designs and construction estimates from February to May 2024. By August 2024, the Vietnam Highways Directorate, the specialized construction authority, approved the detailed design following the basic design phase. Regarding the adjustment of the total investment for the sub-projects, the total estimated investment for all seven components is expected to be reduced by about VND2.34 trillion ($95 million) compared to the initial estimates in Resolution No. 56/2022/QH15.

As for material supply, the supply of sand for the embankment of Component 2.1 was obtained from commercial suppliers and special mechanism quarries (Chu Phan and Thach Da 1), providing over 2.1 million m3 (about 85% of the required volume). The supply of sand material is now sufficient to meet the remaining demand.

As for the embankment soil, approximately 0.765 million m3 (about 65% of the required volume) has been extracted and used. The remaining volume has been requested from the Hanoi People's Committee to be sourced from surplus material in quarries in  Hoa Binh Province. The gravel aggregate material is supplied by commercial quarries in the surrounding provinces.

Begin construction of Component 3 by Q2/2025

In her closing remarks at the conference, Hanoi Party Secretary Bui Thi Minh Hoai emphasized that the Steering Committee had agreed that this is a large-scale project, and while it is addressing current challenges, new difficulties, and obstacles are expected to arise.

Therefore, the Committee Chairperson urged localities, agencies, and units to uphold a sense of responsibility, foster a spirit of cooperation and learning from each other’s experiences, and focus on discussing solutions and proactively addressing difficulties to ensure progress.

Hoai recognized and appreciated the determined efforts and strong focus of the Party committees and political systems of Hanoi, as well as the provinces of Hung Yen and Bac Ninh. Thanks to their dedication, the three provinces and cities have completed a substantial amount of work, including tackling particularly challenging tasks such as clearing land and completing the construction of service roads on schedule.

She noted that the challenges related to soil and sand had been largely resolved by Hanoi and Hung Yen. She also commended the electric power sector for its active involvement in overcoming difficulties in project implementation in the three provinces and cities.

The Hanoi Party Secretary emphasized that throughout the project’s execution, localities, agencies, and units must prioritize the well-being of the people, ensuring that all available policies and support mechanisms are fully utilized to help people affected by land clearance achieve stable living conditions. Moreover,  agencies and localities must promptly report and propose solutions to the Steering Committee to address any issues that arise, ensuring that all actions are in compliance with the law and focused on benefiting the people.

The goal is to complete land clearance in all three provinces and cities before the Lunar New Year and to begin construction of Component 3 by Q2 2025. According to the Hanoi  Party Secretary, if no investors have come forward by January 6, 2025, alternative investment plans should be explored, including a possible shift to public investment financing.

The Hanoi Ring Road No. 4 project involves the construction of a 113-kilometer highway through Hanoi, Hung Yen, and Bac Ninh. Starting at the junction of the Hanoi - Lao Cai Expressway and ending at the Noi Bai - Ha Long Expressway intersection, the project has a total investment of VND55 trillion (approximately $2.26 billion) and is scheduled for completion by 2027.
