Hanoi station master plan: Priority to rebuild Van Chuong residential area
Not only present but also in 10 years ago, Van Chuong residential area has been severely degraded, which is required to rebuild. As such, thousands of people living in this area is under pressure due to environmental pollution and difficult living conditions.
The northern area of Hanoi station near Linh Quang lake will be a landmark area under the master plan.

The Van Chuong residential area was built in the period 1960 – 1970, which has been severely degraded. Moreover, the residential area near Linh Quang lake has high density rate, with many opens food & beverage services, causing difficulties for administrative agencies to manage and emergency services when problem arises.
According to the master plan, Van Chuong area (3.4 hectare) is prioritized due to the resettlement policies set up beforehand. The area of Linh Quang lake (7.9 hectare) is considered the priority area for development and will be selected to be the first place for rebuild process, holding an important role in the rebuild of the whole area.
In order to ensure the resettlement for 100% population at site, the master plan is divided into 4 phases: Phase 1 (until 2025), ensure the resettlement places for 13,740 people, equivalent to 136% of the current population of 10,140 people; Phase 2 (until 2030) along with phase 1, ensure the resettlement places of 114% and continues improvement; Phase 3 and 4 will be the rebuild and finalization process.
Specifically, in phase 1 - 1, resettlement places will meet the demand of 7,700 people, ensuring the resettlement for half of the population at Van Chuong area. Phase 1 – 2, in Van Chuong area and Hanoi station, resettlement places will be constructed for a total of 6,000 people.
Sharing ideas with regard to the rebuild of high density residential area in the northern area of Hanoi station, expert Ryosvke Kimura of the Nikken Sekkei Civil Engineering Ltd – Japan and the main developer of the Hanoi station and the surrounding areas master plan said: At present, when urban railway project is being constructed, this is an opportunity for Hanoi to orient people using public transport instead of individual transport vehicles.
Mr. Ryosvke Kimura added: in order to realize this objective, in parallel with constructing infrastructure for urban railway, it is necessary to adjust the surrounding areas of urban railway stations, with an aim to increase convenience, attraction and create motivation for people using public transport. For Hanoi station, the rebuild of high density residential area will improve living conditions and the urban environment. As such in the northern area of Hanoi station, in particular is the Van Chuong residential area, if the proposal is approved and implemented, this will be a modern residential area, along with the efficient public transport system, especially with the urban railway under the overall master plan.
