Hanoi: supervising administration reform in Hanoi Tax Department

Supervision mission of Standing Commission of Hanoi Party Committee led by Permanent Vice Secretary Ngo Thi Thanh Hang had working session with Hanoi Tax Department.



 
The working session focused on following issues: leadership and instruction, implementation of administration reform, improvement of civil servants’ sense of responsibility and service quality, implementation of Year of Administration Reform 2017 campaign and Plan 01/KH-BCD197 of the Steering Committee 197 on increasing inspection and handling violations of traffic safety as well as urban order.

According to report of Hanoi Tax Department, in an efort to simplify and control administration procedures of tax, Party unit of the Department of Tax instructed implementation of survey on handling administration procedures in several tax offices. Through the survey, the Department promptly provided support, handled or proposed measures to handle administration procedures in the field of tax registration, tax declaration, fees and encashment order. In 2016, the Department checked 188 administrative procedures, suggested supplement, amendment for 11 procedures, time reduction for 20 procedures and online declaration for 5 procedures. It also cooperated with relevant agencies to reduce time to process administrative procedures. As a result, time to issue land use right certificate is decreased from 30 to 19 working days.

Furthermore, the Department increased support to help tax payers ease difficulties, in particular proactively dialogues with people and enterprises, seminars with unions and associations, and issuance of coordination regulation for units to guarantee work efficiency.

In terms of administration modernization, this is the first unit of Hanoi which fulfilled target of online tax declaration. By the end of December 2016, 115,922 enterprises submitted tax declaration in internet, accounting for 97.8%. It is also the first unit that applied electronic bill certified by tax agency according to instruction of Ministry of Finance. By December 31, 2016, 115,886 units registered for electronic tax payment, accounting for 95% of the units submitted tax declaration online; e-tax invoices made up around 87%, and e-tax payment around 95%.

In response to the Year of Administrative Discipline, in the first quarter of 2017, the Department conducted examination to check discipline in 22 units; all of them followed regulations. For implementation of Plan 01/KH-BCD197 of the Steering Committee 197 on increasing examination and handling violations of traffic safety as well as urban order, the Tax Department issued Document 8535/CV-TCCB dated March 7, 2017, requesting tax units, offices and officials to realize the plan strictly.
 
Speaking at the working session, Permanent Vice Secretary of Hanoi Party Committee Ngo Thi Thanh Hang requested the Tax Department to further highlight administration reform as key task, realize the Code of Conduct for civil servants and Party members, and improve their sense of responsibility. She urged the authority to take measures to handle shortcomings, popularize instructions on administration reform, Code of Conduct and office culture, conduct training for civil servants, and increase inspection as well as popularization to encourage compliance with the laws.
