Hanoi takes the lead in implementing children's rights

Especially, Hanoi was up 30 grades related to the resources compared to 2014.

Especially, Hanoi was up 30 grades related to the resources compared to 2014.
In the five-year period from 2011 to 2015, implementing the national program on children protection, Hanoi Department of Labour, Invalids and Social Affairs has proactively trained 100% of officers in charge of the children protection and caring in 30 urban districts, districts, towns and 584 wards, communes and towns with various contents.
In 2012 - 2015 period, the Department coordinated with some difficult localities such as Me Linh, Thach That, Quoc Oai, Thuong Tin, Ba Vi, etc. to organize 118 training classes for 10,500 collaborators and volunteers and 1,000 inter-sectoral officers performing this task and 2,450 turns of children.

In 2016, the Department also issued books on managing and fostering professional knowledge for nearly 11,000 collaborators. In addition to offices consulting on children protection and caring of the Department and center for supplying social services of Hanoi, to date, Hanoi has 172 points for consultancy to children.
 Children with special situations are given the great attention by the City.
The proof is that 88 models for supporting children with special situations have been formed and mainly "lived" based on the community with various sources of expenditures. The City's Public Security maintains a sample models on managing, educating and supporting children with special situations, street children, children with sexual abuse, children with drug addicts in the community and children in reformatories.
Ms. Do Hai Duong - Manager of Children Protection and Caring Department, Hanoi Department of Labour, Invalids and Social Affairs said: "The two basic criteria about children with special situations and threat of falling into special situations have been completed and exceeded the plan.
he proportion of children with special situations being taken care and support has increased year by year. In 2011, this proportion reached 97.3% while it rose to 99.4% in 2015. The proportion of children with the threat of falling to special situations who is supported, intervened and removed with the situations has also grown year by year. For example, in 2011, there were 85% children while in 2015, this figure climbed to 95.21%.
Sustaining those results, the program on protecting children in Hanoi in 2016-2020 period sets out three objectives: Firstly, reduce the proportion of children with special difficult situations to 0.7%; reduce the proportion in the number of children with sexual abuse; and assure that children with the threat of falling into special situations need to be managed, intervened and supported timely.
At the same time, assure that at least 98% of children with special situations can be supported and care to recover, integrated to the community and have opportunity to develop. To realize this plan, the Director of the Department of Labour, Invalids and Social Affairs Khuat Van Thanh proposed departments, branches, unions, districts and towns to focus on well implementing the five tasks.
In which, the development of a professional service supply system, has sufficient conditions to meet the demand for being protected of all the children; develop and complete the system for supervising, implementing and assessing the institution on protecting children during the process of proceeding and handling administrative violations, etc.
