Hanoi People’s Committee issued Decision 2912/QD-UBND dated May 22, approving plan on implementation progress of 52 key works of Hanoi in the period of 2016 to 2020.


Accordingly, 33 works are completed and put into use, including 19 works using state budget and ODA, 12 Build-transfer (BT) works, one Public–private Partnership (PPP) project on health, and one direct investment project with investment of private sector. 10 works will be completed after 2020, including three works using state budget and ODA, four BT works, and three Build–operate–transfer (BOT) works. Four works start in the period of 2016 to 2020. Five urban railway lines complete preparation for investment, and will call for investment according to regulations.
The Decision urges more effort to speed up processing of administrative procedures and tackle problems of the projects. Accordingly, the Hanoi Steering Committee for key works in the 2016-2020 period shall direct city’s departments, agencies, districts, suburban districts, towns and investors to carry out the key projects, guarantee progress of the projects as approved, regularly check and help investors ease difficulties during implementation process, and guarantee quality of the works according to requirements of the People’s Committee. They shall organize monthly meetings to review performance, and report results to Hanoi People’s Committee.
The Authority of Plan and Investment will take following actions: act as advisor to Hanoi People’s Committee in organizing quarterly or unscheduled conferences upon request of the People’s Committee to check progress of important works; promptly handle problems and shortcomings during the implementation process, and proactively submit proposal to competent authorities to ease the difficulties; further make specific policies, and submit them to the Municipal People’s Committee for consideration, so that the latter will submit to the Prime Minister and ask for approval to apply the polices for several major works, in particular the PPP projects in order to accelerate progress of the projects; guide the investors to complete procedures of investment, thus starting the projects soon, putting them into use and using the investment capital effectively.
Hanoi’s departments and agencies shall proactively give guidance for the tasks under their management and authority, enhance reform of administrative procedures, handle investment procedures of the projects according to approved progress, especially PPP projects, act as advisor to the city, and suggest measures to tackle problems and accelerate progress of the important works.
Furthermore, the Municipal People’s Committee urges agencies to mobilize resources for public investment, guarantee land fund for BT investment projects, and take drastic measures to complete land clearance for the major works. The People’s Committee also asks for more effort to raise sense of responsibility, proactiveness and drastic measures from the investors.
