Hanoi to accompany enterprises for development

On September 26, the Hanoi Supporting Industries Business Association (HANSIBA) has organized a meeting to review midterm performance and to implement the proposal developing Hanoi supporting industries for period 2017 – 2019, with vision to 2025.

Attending the meeting is the former Vietnamese President Truong Tan San, the Secretary of Hanoi’s Party Committee Hoang Trung Hai, and the Vice Chairman of Hanoi People’s Committee Le Hong Son.

At the meeting, experts and enterprises in supporting industries shared difficulties and challenges, at the same time giving out recommendations for the development of supporting industries in Hanoi particular, and in Vietnam in general. Chairman of HANSIBA, Nguyen Hoang said, the plan to develop Vietnam supporting industries is a right direction, however, there remains challenges due to limited financial resources of enterprises and ineffective mechanism policies. 

Global integration will be both opportunities and challenges for Vietnamese enterprises. Therefore, HANSIBA suggested the government to review policies for the development of supporting industries to be submitted to the National Assembly for approval; develop and issue the “list of criteria to evaluate enterprises in supporting industries”, while ensure clarity, transparency and in detail. With regard to Hanoi, HANSIBA recommended the city to support enterprises accessing capital; providing preferential policies for start-ups, especially start-ups in fields of IT and high technologies.

Speaking at the meeting, Vice Chairman of Hanoi People’s Committee Le Hong Son stressed, IT is considered an important component of industry sector, which plays essential part in transforming the industrial structure, in turn contributes to competitiveness improvement, attracting investment, export, increasing scale and efficiency in production. In 2007, Hanoi identified IT as one of the development objectives, as such, the city has implemented policies and regulations to promote trade and commerce, encourage the development of IT with the establishment of supporting industries complexes. 

As of present, Hanoi has established a system of supporting industries with large number of participated enterprises. Besides, Hanoi also formed a number of specialized supporting industries complexes such as North Thang Long – Noi Bai, Quang Minh, which are being coordinated and managed by multi – national corporation and focus on FDI enterprises.

However, Vice Chairman of Hanoi People’s Committee Le Hong Son said, in addition to achievements in supporting industries development, Hanoi still has shortcomings, which needs to be solved such as: localization rate, low productivity and quality compared to neighboring countries; the supporting industries have just began producing simple and low value products; enterprises with low competitiveness leading to the shutting up of high number of enterprises or bankruptcy. 

In period 2017 – 2020, Hanoi has proposed the proposal to develop supporting industries, with objective of having 900 enterprises specialized in supporting industries in 2020, in which 40% enterprises has production chain at international standard. In order for the proposal to be effective, every year, Hanoi will continue issuing specific development programs and policies. This is aimed to focus on better supporting enterprises, connecting local enterprises with foreign partners, with a view to attract enterprises invest in supporting industries. Hanoi also support local enterprises developing human resources, operation management, technology transfer through pushing forward with administrative reform, improving business environment. Bearing this in mind, in the coming time, Hanoi will cooperate closely with related ministries and agencies in implementing policies for supporting industries, at the same time recommend preferential policies to take advantage of Hanoi’s development potential.
