Hanoi to be supplemented for rural water and sanitation project
The Hanoi People’s Committee has recently issued Decision 3997/QD-UBND on mobilizing funds for Program for Results-based (PforR) Rural Water Supply and Sanitation in eight provinces of the Red River Delta with loans of the Work Bank from the additional central budget funds of 2017.
Accordingly, an additional amount of VND 2 billion is mobilized for the Program for Results-based (PforR) Rural Water Supply and Sanitation in 2017 in eight provinces of the Red River Delta.
The Hanoi Department of Agriculture and Rural Development is responsible for receiving the additional amount for the program, and allocating funds for units that implement components of the program according to regulations in Decision 6244/QD-UBND dated October 15, 2013 of the Hanoi People’s Committee.
The Department of Education and Training and Department of Health are in charge of making cost estimation for subordinate units according to the regulations, sending it to the State Treasury for further coordination and fund withdrawal according to regulations, using the costs properly for the right purpose, and settling payment in accordance with regulations of the Law on State Budget and current regulations.
Furthermore, the Department of Education and Training and Department of Health are responsible for reporting disbursement and implementation of the program monthly, quarterly and annually, submitting them to the Department of Agriculture and Rural Development, so that the latter will sum up information and report it to the Authority of Plan and Investment, Department of Finance, Municipal People’s Committee, ministries and central agencies according to regulations.
