The Hanoi People’s Committee has recently issued Document 4051/UBND-DT on increasing traffic safety and order on National Day (September 2) and opening of the 2017-2018 school year.
In an effort to implement Public Telegraph 1224/CD-TTg of the Prime Minister on increasing traffic safety and order on National Day and opening of the 2017-2018 school year, the Municipal People’s Committee requests Department of Transport and Hanoi Police Department to take following actions:
Direct Transport Inspectorate, Road Traffic Police, Railway Traffic Police, Waterway Traffic Police and authorities to prepare plan on traffic flow distribution and traffic arrangement; mobilize manpower and equipments, ease traffic congestion on the routes with high traffic flow, and prevent long traffic jam especially on gateways to Hanoi; take measures to protect traffic safety and order around schools, and prevent congestion on the first day of the new school year; proactively inform news agencies, newspapers, televisions and radios about the traffic flow distribution plan;
Increase patrol, tighten control, severely punish violations of traffic safety regulations and handle actions that might cause traffic accidents; cooperate with People’s Committees of districts, suburban districts and towns, railway and waterway units to ensure traffic safety and order at intersections of roads and railroads, rural roads, wharves and ports.
The Department of Transport in cooperation with Hanoi Transport Corporation improve service quality, increase environmental sanitation and order in bus stations, prevent speculation and illegal increase of fares; tighten control over quality and traffic safety of passenger transport vehicles; ensure security, safety and convenience for passengers, and minimize congestion in the bus stations. The Department of Transport cooperates with People’s Committees of districts, suburban districts and towns and relevant units to check safety condition of traffic infrastructure works; maintain bridges and roads, and fix damages to guarantee smooth traffic flow and convenience for traffic participants as well as vehicles.
The Department of Information and Communications in coordination with Department of Transport, Department of Education and Training, Hanoi Police Department, People’s Committees of districts, suburban districts and towns, Office of Hanoi Traffic Safety Committee, Hanoi Youth Union, Hanoi Radio and Television, city’s newspapers to increase information work, popularization and education on mass media; encourage people to strictly comply with traffic safety regulations; recommend measures to prevent traffic accidents, especially motorbike accidents; encourage people to use public transport vehicles, and reduce private vehicles.
The Department of Education and Training cooperates with Department of Transport, Police Department and Ho Chi Minh Communist Youth Union of Hanoi to select content for popularization and education of traffic safety and traffic culture for students, and carry out the popularization in schools; increases cooperation with Traffic Police and Traffic Inspectorate to receive information and punish students who violate legal regulations on traffic safety; coordinates with local governments to take measures for traffic safety and order around schools and prevent congestion; directs the signing of traffic safety commitment of schools, families and children.
