Hanoi to expanding administrative boundaries

After 10 years of implementing Resolution 15/2008/QH12 of the National Assembly on amending administrative boundaries of Hanoi and some related localities, the Hanoi People`s Council has fulfilled its role and responsibilities in reviewing, issuing resolutions to integrate mechanisms and policies, and supervising implementation of the policies.

According to Vice Chairman of the Municipal People’s Council Nguyen Ngoc Tuan, after the merger in August 2008, the Hanoi People’s Council issued many regular and specific resolutions according to legal regulations to merge policies and mechanisms in all fields, and supervise the implementation of them, thus ensuring stability and promoting the socio-economic development of Hanoi. 
The Municipal People’s Council issued 107 resolutions in the field of economy and budget, 40 resolutions in culture and social affairs, and 22 others in terms of planning, urban management and land management.

Through inspection and supervision, the Municipal People’s Committee directed agencies at all levels to strictly and promptly implement resolutions, and gained significant progress. 
Regarding urban management and land, Hanoi mobilized around VND 400 billion investment of private sector for building parks, flower gardens, recreational places, as well as preservation and renovation of cultural, historical sites.  
The city also began construction of two new parks and lakes, and one large culture, entertainment park in the area.
Furthermore, Hanoi has paid much attention to national defense, security and justice reform since the first days after merger. 
The Municipal People’s Council releases socio-economy, national defense and security resolutions annually; all of them emphasize the importance of implementing national defense and public security tasks, thus contributing to the construction and economic development of Hanoi. 
So far, the resolution is still significant; the Municipal People’s Committee keeps requesting city’s agencies, departments and People’s Committees of districts and towns to popularize and implement it. 
Hanoi is one of the first localities nationwide which has specific resolution on building Hanoi defensive area to 2020 and the following years. 
This is the legal resolution combining socio-economic development and national defense, and serves as an important legal basis for local governments at all levels to perform the task of national defense in the new context.
Highlight of the Hanoi People’s Council over the past 10 years is to act as advisor to the Municipal Party Committee in issuing Project No. 04-DA/TU dated October 19, 2012 on improving capacity, efficiency and effectiveness of People’s Council at all levels in the 2011-2016 period (Project 04).
For her part, Chairwoman of the Municipal People’s Council Nguyen Thi Bich Ngoc asserted that Municipal People’s Council will continue acting as advisor to the Municipal Party Committee in deciding policies and mechanisms under its authority.
Besides, the Municipal People’s Council will increase supervision and implementation of the supervision results in the fields of planning, urban management, construction order, land, urban order and civilization, social safety ad order, fire fighting and prevention, complaint and denunciation settlement. This is the important mission to improve performance efficiency and effectiveness.
