Hanoi to implement inter-level One Stop Shop mechanism

The Hanoi People’s Committee issued Document 4691/UBND-NC dated September 25, requesting city’s departments, agencies and sectors, People’s Committees of districts, suburban districts and towns to rectify the implementation of inter-level One Stop Shop mechanism.

This is part of efforts to implement Prime Minister’s instruction in Document 1367/TTg-KSTT dated September 13, 2017 on rectifying the implementation of One Stop Shop and inter-level One Stop Shop mechanism. 

​Under the Document, the Directors of city’s departments, agencies and sectors, Chairpeople of People’s Committees of districts, suburban districts and towns shall further urge civil servants to strictly put regulations into practice and improve their working style and manner, thus creating significant progress in working performance.


 
According to their function and mission, the units shall regularly review and simplify administrative procedures, report administrative procedures under their authority to the Chairman of Hanoi People’s Committee for further announcement, and strictly follow regulation on announcing administrative procedures according to Circular 05/2014/TT-BTP dated February 7, 2014 of Ministry of Justice on guiding announcement of administrative procedures and reporting outcomes of administrative procedure control. The civil servants are not allowed to conduct harassment, cause inconvenience to people, or set new regulation which is not included in legal documents on settling administrative procedures.

City’s administrative inspection missions shall increase their activities, focusing on announcement, reception and settlement of administrative procedures at One Stop Shop Section of units. Competent authorities severely punish violations (if any) when processing the administrative procedures.

The Department of Home Affairs shall regularly supervise the situation, receive people’s feedback and report on receiving and settling administrative procedures at One Stop Shop Sections of the units, check and guide the reception and settlement according to One Stop Shop and inter-level One Stop Shop mechanism, and report to the Hanoi People’s Committee.
