Hanoi to make more effort to fulfill tasks for 2017

Hanoi Party Executive Committee (tenure 16) has organized the 9th session to discuss socio-economic situation in the first half of 2017, key tasks for the second half, Party building, personnel and organization.

The conference draws participation of Secretary of Hanoi Party Committee Hoang Trung Hai, Standing Vice Secretary of Hanoi Party Committee Ngo Thi Thanh Hang, Chairman of Hanoi People’s Committee Nguyen Duc Chung, Chairwoman of Hanoi People’s Council Nguyen Thi Bich Ngoc, and Vice Secretary of Hanoi Party Committee Dao Duc Toan.

Maintaining a sustainable growth

According to report of the Official Section of Communist Party of Hanoi People’s Committee, in the first half of 2017, Hanoi sees a good economic growth rate. Total product increases 7.37%, in comparison to 7.34% of the same period last year. Service sector goes up 7.42%, industry and trade 7.55%, and agriculture 2.25%. Export reaches beyond the target, and increases sharply in comparison to recent years; export turnover is estimated at US$ 5,789 million, rising 12.1%. Hanoi welcomes around 11.85 million arrivals of visitors in six months, of which around 2.33 million international arrivals.

Total state budget revenues are estimated at VND 102,490 billion, accounting for 50.1% of estimates and increasing 18% against the same period last year. Local budget expenses are around VND 26,883 billion, accounting for 34.4% of estimates. Market surveillance is increased; inflation is curbed, and CPI increases 3.8-3.86% against the same period last year.

Hanoi takes action to tackle problems in production, business, investment and trade environment. Many plans on improving investment and trade environment, increasing competitiveness and developing enterprises are issued and implemented, contributing to raising Hanoi’s Provincial Competitiveness Index (PCI); the city sprang 10 places, and ranked 14 among 63 cities and provinces for CPI. It also leaped 6 places and ranked third among 63 localities for Public Administration Reform (PAR) Index, and second for readiness to apply information technology.

In the first six months of 2017, Hanoi attracts more investment capital for development. Non-state capitals are estimated at VND 190,922 billion, increasing 74.6% compared to the same period last year, including over VDN 34.1 trillion for 58 non-state domestic projects, and over VND 32 trillion for 24 PPP projects. 13,355 new enterprises are founded in six months with total registered capital of VND 101,476 billion; there are 269 foreign investment projects with total registered capital of over US$ 1 trillion.

Urban management and development are enhanced; series of frame infrastructure works are implemented on scheduled, such as overpasses, and sections of Ring Road 1 and Ring Road 2. Effort is increased for urban landscape and order; pilot project on parking management with mobile phones (iParking) is launched in Hoan Kiem District; examination is conducted to tighten control and handle illegal, unregistered parking areas; illegal advertisement is severely punished.

The Year of Administrative Discipline 2017 campaign is further carried out in all levels and agencies, significantly improving civil servants’ sense, attitude and service quality. Special attention is paid to administrative procedures in registration and issuance of land use right certificate, society and culture, and social protection. National defense and local security are maintained; political security, social order and security is ensured; foreign affairs and international integration are expanded.

The attendees pointed out several shortcomings in society and economy, and urged for more drastic measures to fulfill targets for the second half of 2016, especially programs and measures to promote investment, enhance production, trade, consumption, export and help enterprises ease difficulties in capital and market. They also asked for more effort for disbursement, site clearance, speeding up progress of capital construction projects, management and collection of arrears and tax debts.

Specifying shortcomings and responsibility

According to Secretary of Hanoi Party Committee Hoang Trung Hai has maintained stable and sustainable development over the past six months, and reached comprehensive progress. He pointed out shortcomings, such as low competitiveness of the economy, insufficient attention to agriculture and output for agricultural products, lack of drastic measures to perform key tasks in some sectors, districts and suburban districts, violations in construction order and food safety management, and environment pollution. 

The city also encounters problems in administration reform, in particular online public services, administrative discipline, disbursement for capital construction, Party member management and operation of Party units. Based on the current situation, he requested Party units, governments and units to further follow Year of Administrative Discipline campaign, give instruction in all fields to fulfill targets for the second half and for the whole year. Accordingly, Party units and governments at all levels shall improve investment and business environment, enhance production and trade in association with economic restructuring, speed up progress of disbursement, and attract more investors to industrial zones.

Hanoi currently has only eight industrial zones; suburban districts have a lot of industrial clusters, but they are not developed yet. He urged for more effort to seize the opportunity and call for investment to boost the clusters. Furthermore, the Secretary asked units to take further actions for construction management, urban order, natural resources and environment, mass mobilization, and complaint, denunciation settlement.
