The Hanoi Department of Transport (DOT) has submitted a report to the Hanoi People’s Committee and the Ministry of Transport (MOT), suggesting some solutions for the management of taxi operation through mobile apps in Hanoi.
Sources from the Hanoi DOT revealed that seven businesses have the permission to pilot high technologies in passenger transport under the Decision 24/QD – BGTVT of the MOT.
The Department required the businesses with permissions to try mobile app taxi to report the accurate amount and list of cars . However, many businesses missed the deadline and failed to report all the required contents.
In particular, only 3 businesses including Grabtaxi , Star Trading Company, and 57 Hanoi Transport made the full report. Otherbusinesses only report the number of vehicles.
According to statistics provided by the Hanoi DOT, up until May 31, there were 25.366 vehicles assigned as “Contract car,” among them 11,243 cars with less than 9 seats. Uber Vietnam has partnered with 380 companies, 30 transport cooperatives and individual drivers. The statistics show that Uber has around two thousand cars while, Grabtaxi has 4,867 cars in operation.
However, Uber Vietnam did not report in detail names of organizations and individuals who are their partners and using the Uber app as well as the license plates of vehicles participating the trial.
Therefore, all the businesses participating in the trial have 7,310 under 9 seat cars including 1,900 cars reported by Uber.
In the near future, the Hanoi DOT will examine lanes that forbid taxi and will add more signs to forbid “contract cars” under 9 seat to limit traffic and reduce congestion.
At the same time, the Hanoi DOT will provide lists of plate numbers and name of contract car companies with recognizable badges for responsible agencies in the process of checking, patrol and infringement handling
The number of taxis is currently regulated under the Hanoi’s passenger transport management in phases which means the Hanoi DOT is authorise to restrict the number of contract cars to participate in the mobile app taxi trial.
Specifically, the number will be calculated by the number of taxis stipulated in the proposal minus the existing taxis (19,265 cars).
While waiting for the issuance of planning for vehicle number, the Hanoi DOT will temporarily suspend the expansion of mobile app taxi trial. It is also recommended not to allow new business in the trial and to increase the number of vehicles.
The Hanoi DOT and Police Department are assigned to manage logo used in the on-trial vehicles with specific criteria on color, size and the position of the logo for easy recognition.
All enterprises and individuals in Hanoi using vehicles under 9 seats for passenger transport are obliged to fulfill its tax payment in accordance with Decision No.24/QD-BGTVT dated January 07, 2016 of the MOT.
According to the Hanoi Department of Transport’s evaluation, there were some difficulties and obstacles for management during the implementation of the proposal of transport passenger management.
The number of contract passenger transport vehicles continues to rise, but is not yet efficiently managed and has exceeded the limit number for Hanoi. These issues have had a negative impact on the proposal of public transport management and the transport organization of the City, especially in the effort to restrict number of taxis and individual vehicles.
