Hanoi tries its best to reduce traffic congestion and environment pollution
The Hanoi People’s Committee issued Plan 212/KH-UBND dated September 29 on implementing Resolution 04/2017/NQ-HDND dated July 4, 2017 of the Municipal People’s Council on managing road vehicles efficiently.
The project named “Increasing management of road vehicles to reduce traffic congestion and environment pollution in Hanoi in the 2017-2020 period, vision to 2030”.
Under the plan, the Municipal People’s Committee requests popularization of the Resolution, thus creating consistency in the political system and consensus among the people for implementation. Agencies at all levels, sectors, People’s Committees of districts, towns, wards, communes and townships popularize the Resolution among all staffs, Party members and people, so that they have thorough understanding of the Resolution. According to their functions and missions, city’s departments, agencies, sectors, People’s Committees of districts and towns prepare action programs and plans to perform tasks in the Resolution.
According to Resolution of the Municipal People’s Council on approving project “Increasing management of road vehicles to reduce traffic congestion and environment pollution in Ha Noi in the 2017-2020 period, vision to 2030”, city’s departments, agencies, sectors, People’s Committees of districts, suburban districts and towns prepare plans and submit them to the Municipal People’s Committee for further consideration. They also proactively review, take measures and perform tasks according to the right purpose, demand, mission and roadmap as determined.
The Municipal People’s Committee details plans, programs and projects to further carry out key tasks, such as project on expanding and increasing quality of public passenger transport service by bus to 2020, vision to 2030, planning on quantity and operation scope of taxies and similar business forms, project on amending working time, study time and business trade time in Hanoi, project on smart transport, project on surcharge for environmental pollution according to emission of road vehicles, project on collecting fee for vehicles in particular area of Hanoi, and project on improving quality and efficiency of public passenger transport service by bus.
Furthermore, the city aims to prepare plans on conducting survey, reviewing and making statistics on quantity of used motorcycles in Hanoi, thus proposing measures to handle the ones which do not meet technical safety and environmental protection requirements. City governments also develops project on helping the war invalids who provide transport service with three-wheel motor vehicles to change their occupation, and project on supporting, encouraging public transport service users, especially civil servants, officials and employees, thus increasing the use of public transport service and reducing private vehicles.
