Hanoi has signed commitment on fulfilling the target of universalization of preschool education in 2014. After all, 100% of districts, towns have reached and maintained universalization of education for five - year - old children since 2012 - 2013.

Hanoi gains remarkable achievements of education universalization. Over the past time, the capital city has taken various practical and specific policies to timely improve local people’s intellectual level comprehensively. In particular, Hanoi People Committee asked departments, sectors to effectively carry out the Plan 86/KH-UBND on building permanent classrooms, removing temporary and downgraded ones; spent over VND 10 billion on education universalization, eradication of illiteracy for the 2011 - 2015 period; well maintained universalization of preschool education for five - year - old children; consolidated universalization of primary and secondary, eradication of illiteracy effectively, etc.
The project on universalization of preschool for five year old children for the 2010 - 2015 approved by the Prime Minister on February 9, 2010 aims at improving the qualities of care, education of five-year-old children. According to the plan, 100% of localities finish universalization of preschool education for five-year-old children. However, Ha Noi signed commitment on fulfilling the target in 2014. After all, 100% of districts, towns have reached and maintained universalization of education for five-year-old children since 2012 – 2013.
Especially, the Capital city has associated capital resource for school solidification with new style rural area building and national standard preschools to accelerate the building of schools, classrooms toward solidification, standardization, modernization; effectively arranged funds from the city’s budget, capital resource for the target program on education universalization to invest in building infrastructure, purchasing teaching equipments and supporting for investigation of preschool education. Universalization. After all, the city has invested VND 15,630 billion; built 142 new schools and 182 national standard ones.
Furthermore, Hanoi is one of the first ten units recognized as universalization of primary education status at level 2 by the Ministry of Education and Training. Performing the universalization, the education and training sector has directed localities to strengthen measures to maintain the number of pupils; to reduce, exempt from contributions for students in difficult circumstances; encourage disabled pupils to take part in specialized classrooms or integrate; make plans, measures to help weak pupils to minimize repeater students. Similarly, all agencies, levels, organizations have spent funds on building schools, infrastructure, facilities. After all, 100% of communes met education universalization standards in 2012 - 2013. In 2015, 98.8% of communes met standards of primary education universalization at level 2; 99.9% of students finished the primary education program at level 1, etc.
In addition, Hanoi was recognized as secondary education universalization status in 1999. By the end of 2014, 95.3% of students at between 15 - 18 years old graduated from second education. In recent years, secondary schools have strengthened orientation work and reasonable ramification. Meanwhile, education establishments have created favorable conditions for enrollment, education of student graduating from secondary schools.
In the coming time, the Capital city will continue taking various measures to gain specific targets, including: in terms of preschool education, consolidating the qualities of education universaliztion for five - year - old children; improving the results of primary education universalization at level 2; by the end of 2020, 100% of districts, towns will reach education universalization at level 3; 100% of units will reach and maintain the quality of secondary education universalization at level 2; in terms of student ramification after graduating from secondary school, striving to get the targets assigned at the Directive 10-CT/TW of Politburo on ramification performance by 2020.
