Hanoi's pilot project on private investment in environment protection

Under Official Letter 6818/VP-KT dated July 20, Hanoi People’s Committee requests city’s agencies to implement plan on pilot project with private capital on improving environment protection models when building new-style rural areas in the 2017-2020 period.

Previously on  July 12, 2017  the Ministry of Agriculture and Rural Development  issued a  plan to execute pilot project on improving and further applying environment protection models with private capital when building new-style rural areas in difficult areas, border areas and islands in the 2017-2020 period.
 


Accordingly, state budget provides financial support of no more than 45% of expenses for inter-communal clean-water and solid waste water treatment model, no more than 30% of expenses for animal husbandry waste treatment model. For models to supply water in schools and clinics in islands, the state budget provides 100% of construction costs. The pilot project is launched from the third quarter to the fourth quarter of 2019.

The People’s Committees of cities and provinces are requested to instruct relevant agencies to build the models, allocate land and  facilitate  the projects, mobilize local budget to implement  approved projects, conduct dissemination and call for participation of economic organizations as well as people.
In response to the document, Hanoi People’s Committee assigns the Department of Agriculture and Rural Development in cooperation with relevant agencies to perform the task. When encountering problems beyond its authority, the Department shall report to the People’s Committee for further instruction.
