As the lead agency overseeing industrial zones and hi-tech parks, the Hanoi Hi-tech and Industrial Park Management Board (HHTIP) affirms its responsibility to drive energy efficiency and build a clean, sustainable investment environment. HHTIP is implementing a wide range of coordinated solutions to help businesses meet energy-saving and clean-energy goals.

For many years, HHTIP has viewed efficient energy use as a key criterion in the sustainable development of industrial zones. With its role as the state management body, HHTIP acts as a bridge connecting businesses with national policies on energy security, green transition and electricity saving. Its programs with the Department of Industry and Trade, the electricity sector and specialized agencies create a streamlined support system for businesses throughout investment, operations and expansion.

Every project entering an industrial zone or hi-tech park undergoes thorough evaluation. From the first steps of appraisal, HHTIP integrates energy-management criteria and requires investors to commit to applying energy-efficient technologies and prioritizing renewable energy sources. This approach sets a “green foundation” for all enterprises joining the production ecosystem.

Policies that guide businesses from awareness to action

HHTIP organizes workshops, training programs and business dialogues to provide updates on the Law on Energy Efficiency and various Government resolutions on national energy security. These events help businesses understand policy directions and learn practical experiences for real-world application.

HHTIP also conducts regular inspections across industrial zones and hi-tech parks. Close coordination with the electricity sector, the Department of Industry and Trade and related agencies ensures accurate monitoring of electricity consumption and the ability to suggest suitable technical solutions.

Key enterprises must submit periodic reports on electricity usage, production lines, lighting systems and major energy-consuming equipment. These reports support oversight efforts and allow HHTIP to give tailored advice for each production model.

Promoting green enterprise models through practical results

A highlight is HHTIP’s pilot program that helps businesses adopt ISO 50001 energy-management standards. This international system improves energy use, reduces production costs and strengthens competitiveness. Early results show a minimum energy-cost reduction of 10% to 15% after applying managerial and technical upgrades, including renewable-energy systems.

Second, improve procedures and policies: Energy-efficiency criteria are integrated into project appraisal. Projects using green energy, advanced technology or clear transition commitments receive priority in land allocation and administrative procedures.

The Hanoi Hi-Tech and Industrial Park Management Board is implementing three solutions at the same time to promote efficient energy use.

Third, mobilize green finance: HHTIP works with financial institutions and green-investment funds to create capital sources that support renewable-energy systems, technological improvements and long-term energy-transition plans.

HHTIP views communication as a vital part of the energy-transition ecosystem. It organizes creative sharing platforms, from technical workshops and green-energy exhibitions to networking programs among businesses.

A key initiative is the development of an Energy Transition Information Portal for industrial zones and hi-tech parks. This platform will provide technical guidance, updated policies and practical case studies to help businesses access reliable information.

Understanding real benefits through examples in their own production environments encourages businesses to adopt new practices. HHTIP aims to make energy saving a natural part of workplace culture and daily operations.
