Hoa Lac Hi-tech Park to soon launch AI sandbox model

When the amended Capital Law is enacted, models like the AI sandbox should be piloted at the HHTP.

The Hoa Lac Hi-tech Park is set to implement AI sandbox models in the coming times, said Tran Dac Trung, Deputy Head of the Hoa Lac Hi-tech Park Management Board, at the “Application of AI in Business Management” seminar held on December 24.

He mentioned that the management board, in collaboration with the relevant authorities in Hanoi, has proposed pilot models that have been approved under the revised Capital Law. This new legislation enables the Hoa Lac Hi-tech Park (HHTP) to implement controlled pilot models, positioning it as a testing ground for high-tech applications and policies aimed at advancing technology development in Vietnam.

“We are currently building a proposal for these pilot models to present to the city and relevant agencies once the law comes into effect,” he told The Hanoi Times.

According to Trung, starting in 2025, when the amended Capital Law is enacted, models like the AI sandbox can be proposed and piloted at the HHTP. He emphasized that effective implementation of these activities could yield significant economic benefits and help retain talent.

Le Minh, CTO of CMC Technology and Solutions Corporation (CMC TS), stated that according to a Gartner report, 80% of global companies are adopting AI, yet only 16% succeed. He emphasized that the AI sandbox model would provide Vietnamese businesses with a safe testing environment, helping attract both domestic and foreign investment, nurture talent, and create a thriving ecosystem.

“Through the sandbox, businesses can refine their models based on real-world activities,” he said.

Minh also referenced successful examples of AI sandbox models, such as Singapore's AI Trailblazers initiative, which supports private enterprises and public services in collaboration with Google to provide AI infrastructure, benefiting all participants.

He believes that implementing this model in the HHTP, with its favorable conditions and strategic partnerships, could help establish a legal framework for experimental applications and promote startup development.

Major companies like FPT, Viettel, and CMC are leading the way in providing AI solutions and supporting startups and innovation, the CTO said.

As a participant in the sandbox, CMC has developed an AI strategy and resources to implement AI solutions from major companies like Microsoft and Google. “CMC has activated AI transformation within the company and aims to lead in AI application internally, thereby delivering similar value to our partners,” Minh said.

HTTP-AI ecosystem launched

 Delegates attend the launch of the HTTP-Al ecosystem. 

The seminar featured insights and discussions from businesses, experts, and research organizations regarding the challenges of implementing AI applications. Vu Thi Hanh, an engineer at Viettel AI & Data Services Center, raised concerns about potential job losses for workers. She said both companies and employees need to enhance their awareness and adapt their mindsets to reskill and upskill workers to utilize new tools, leading to the creation of new jobs while phasing out some repetitive roles.

“This trend is inevitable and requires workers to proactively improve their skills and adapt to avoid job loss,” she said.

Tran Dac Trung noted that through seminars like this, the Management Board hopes to promote AI development activities while ensuring a safe and secure environment for users.

“We also recommend that AI developers advise government agencies to research preventive measures against negative incidents during the application of AI solutions,” he said.

At the event, attendees witnessed the launch of the HHTP-AI ecosystem, designed to connect research and training activities within the manufacturing sector—recognized as one of the three pillars of development.

In his remarks during the kickoff ceremony, Nguyen Duc Long, Director of the Hi-tech Incubation and Training Center (HITC Center), said that as part of the ecosystem, the center will serve as a hub for businesses seeking guidance on AI applications, providing courses specifically tailored to meet the practical needs of each company.
