The Ministry of Industry & Trade (MoIT) announced its decision to remove and simplify 54 administrative procedures in 10 fields under the ministry`s administration.
Following the Decision, the MoIT will remove 12 administrative procedures and simplify 42 others, said the Decision No.1408 released on April 27.
Specifically, those administrative procedures in subject for removal are specified in fields of energy, electricity, competition, standards, metrology and quality, trade promotion, food safety and trade activities.
In field of trade promotion, MoIT will remove 9 administrative procedures concerning registration of sales promotion programs to be conducted in form of goods sale or service provision accompanied with customers’ participation in promotional games of chance.
With regard to food safety, 8 administrative procedures will be removed, including paperwork for issuing certificate of food safety conditions.
In trade activities, the MoIT will remove requirement on issuing certificate for the sale of tobacco import in duty free shops stipulated in Decree No.167 in 2016; reducing the number of working days from 5 to 3 for the issuance of certificates of free sale (CFS) under the Decision No.10 in 2010.
Following the controversy surrounding the Decree No.109 with regard to specified rules on rice export business, the MoIT will adjust the processing time from 15 to 10 working days in related to the reissuance and adjustment of the certificate on rice export; removing condition on issuing new certificate on rice export in replacement of the soon to be invalid certificate.
The effort is picking up momentum from the previous removal of 675 business and investment conditions under MoIT’s state management responsibility for the period 2017 – 2018 in last September.
After reduction, the remaining business conditions are 541, instead of 752. This is the first time in history of the industry & trade sector, that there are such a high number of business conditions to be removed. In the part, as of October 2016, the Ministry of Industry & Trade has implemented the reduction of business conditions based on the Decision No. 4846, including: removing 15 administrative procedures, simplifying 108 administrative procedures in the total of 443 procedures, equivalent to 27.8% of the total current administrative procedures of the Ministry.
In 27 fields and sectors under the review process, there are fields and sectors are not under review for removal including: business of industrial explosive materials; rice export (this field has been simplified to remove scale requirement on each conditions); natural resources extraction, goods purchase of Foreign direct investment enterprises; oil extraction; energy accounting, technical safety check for equipment, manufacturing and production for military, and others.
