Despite failing to hit the yearly target of 8.5-9 percent, Hanoi’s economic growth in 2016 has hit its highest level in six years, reaching 8.03 percent.
The service sector grew by 8.1 percent while industry-construction and agriculture witnessed increases of 8.8 percent and 2.21 percent, respectively.
In 2016, an unprecedented number of new enterprises had been established.
Foreign-invested capital on projects reached 2.8billion USD, increasing 2.6 times compared to last year. Total social investment was estimated at 277.95 trillion VND (12.3 million USD), a rise of 10 percent over the previous year.
The city's budget revenue is estimated to exceed the set plan. Business investment environment and Provincial Competitiveness Index has been improved remarkablly.
Hanoi focused on enhancing the application of standards and norms of urban planning management with the aim to become a modernised and smart city.
The social and cultural field continued to grow strongly. The new rural construction has been implemented drastically. Hanoi has recognied one more district and 54 communes meeting the title of new rural area.
In addition, disciplinary and administrative discipline has been enhanced. About 54% of enterprises in the city has implemented online establishment registration. The city started putting the public service at the level 3 and 4 in the precinct.
The city's security, political and social order and safety have been maintained.
Party Secretary Hai stressed that “The year of administrative discipline” has been selected as the main topic of the city’s work in 2017. It aims to beef up administrative order and strengthen the role of public servants in office, residency and public areas and spread the spirit to citizens to tighten social discipline.
The city should develop internal resources, promote the strength of national unity to fulfill the task of economic development, culture - social, security, defense, and foreign affairs, according to the city's Party Secretary.
He noted that the city should implement various measures to improve growth quality and competitiveness attached to its economic restructuring with depth, quality and efficiency.
Hanoi will continue to improve the investment environment and business, encourage entrepreneurship, develop newly-establiched businesses, promote growth and develop the service sector, Secretary Hai added.
It is neccesary to promote new rural area construction and agricultural restructuring focused on commodity production, high-technology applications, agricultural mechanization.
"The adjusting the budget rate for Hanoi reduced from 42% to 35% that will limit the resources to carry out the tasks of socio requires us to attempt the highest determination at all levels, from city to grassroots sectors jointly to complete the task next year, Secretary Hai stressed.
Besides, Hanoi aims to ensure the orderly construction and urban civilization, synchronously implement solutions in targeted programs to minimize congestion and traffic safety in the locality, he noted.
