MPI amends golf course development planning until 2020

The Ministry of Planning and Investment recently organized fact-finding trips for an inter-sectorial delegation to several provinces in a move to finalize the amendment to the country’s golf course development planning until 2020.

The delegation, which included representatives from the Government Office, the Ministry of Construction, the Ministry of Culture, Sports and Tourism, the Ministry of Agriculture and Rural Development, and the Ministry of Natural Resources and Environment, surveyed four provinces of Dak Lak, Quang Nam, Quang Binh and Bac Giang to add more golf courses of the areas to the planning.

MPI has recently proposed to add more golf courses to the planning, such as Kenh Ga - Van Trinh in the northern province of Ninh Binh, Ben En in the central province of Thanh Hoa, Viet Yen in the northern province of Bac Giang, Vinpearl My Lam in the northern province of Tuyen Quang, Ecopark in Hanoi, KDL in the northern province of Hai Phong, Van Don Golf club in the northern province of Quang Ninh and Paradise in the northern province of Ha Nam.
Le Quang Manh, MPI deputy, said that the proposal was considered carefully and ensured the legal regulations. MPI received proposals to build golf courses of many provinces in the past time, which is aimed to develop the areas’ tourism and service sectors, he said.
According to Manh, the country’s current golf course development planning includes 89 golf courses, however, less than half of them were constructed and put into operation. Therefore, more golf courses should be added to the list.
Manh said that from next year, golf courses will be managed according to the Law on Planning from, which means investors can consider investing golf courses based on conditions and criteria issued by the Government.
Prime Minister Nguyen Xuan Phuc also assigned MPI to collaborate with the Ministry of Justice to submit a draft decree on investment and business conditions for golf courses, following the procedures of the Law on the Promulgation of Legal Documents.
The government will review the draft and make a decision on investment and business conditions for golf courses after the Law on Planning comes into effect next year, which will establish a new system of national master plans and fundamental principles for planning work besides defining tasks and powers of State authorities in planning activities and specifies the process from formulating to implementing and supervising implementation of the plans.
According to MPI’s proposal on supplementing the planning and investment policy for golf courses, the PM put the Minister of Planning and Investment in charge of the task. This is in line with Decision No.1946/QD-TTg dated November 26, 2009 of the Prime Minister, approving the planning of Vietnam’s golf courses up to 2020, Directive No.11/CT-TTg dated April 18, 2012 on the intensification of management, inspection, and supervision of the implementation of the golf course master plan, and other related legal documents.
MPI will prepare the draft on the policies for golf course construction and business projects in accordance with the Law on Investment.
The latest report of the Ministry of Natural Resources and Environment noted that there are 60 golf courses nationwide, dotted across nearly 30 cities and provinces.
There will be around 100 golf courses by 2020, based on poor quality, sandy land areas and unused land. Land for rice cultivation, rich land, protective forest land, and special-use forest land will not be allowed to be used to construct golf courses.
