National Assembly Chairman Nguyen Sinh Hung arrived in Beijing on December 23 to start an official visit to China at the invitation of Chairman of the Standing Committee of the Chinese National People’s Congress Zhang Dejiang. The visit aims at promoting ties between the two countries.
The visit aims to realize the high-level agreements reached during the recent visits and to accelerate the comprehensive strategic cooperative partnership between the two countries in a stable, healthy and sustainable manner for the benefits of each side and for the international and regional peace and property.
This is is the first trip to China by a Vietnamese top legislator since 2007, and also the first made by Nguyen Sinh Hung in capacity of Chairman of the 13th National Assembly. The visit has an important significance to the Vietnam – China bilateral ties and Vietnam’s external relations in general.
In the context of the growing relationship between the two countries, the visit contributes to implementing common perceptions reached by the two countries’ senior leaders on maintaining regular high-ranking visits and contacts. It is also the occasion for the two countries to promote exchanges and cooperation between the two legislative agencies and compare notes on matters in Vietnam – China relations. The visit aims to protect Vietnam’s legitimate interests in the East Sea based on international law and control divergences and together maintain peace and stability in the East Sea for peace, stability, cooperation and development in the region and in the world.
Through the visit, Vietnam affirms to persistently pursue a foreign policy of independence, self-reliance, multilateralisation and diversification, and treasure and develop a good and substantial relationship with China on the principle of mutual respect and win-win benefit.
Vietnam – China relationship has developed strongly in all fields since the two countries normalised its ties in 1991. The two countries agreed to build comprehensive strategic cooperative partnership on the principle of the 16-word motto and the four-good spirit. In 2015, the two countries organised many activities to mark the 65th anniversary of their diplomatic ties. The two countries also enhance bilateral coooperation in science and technology, education and training, peope-to-people exchange.
At talks with Chinese Party General Secretary and President Xi Jinping in Beijing on December 23 as part of his ongoing friendship visit to China, the NA leader highlighted the Chinese Party leader’s State visit to Vietnam in November as a contribution to strengthening the bilateral time-tested friendship and the comprehensive strategic cooperation partnership.
The visit of the Vietnamese NA delegation this time aims to fully implement high-level agreements reached by the two countries, Hung said. He suggested both sides should accelerate the implementation of common perceptions and agreements, step up all-round and effective cooperation in economics, trade, investment, culture and education while ensuring balanced interests and mutual benefits.
In the context of complicated developments in the world and regional situation, mutual support at international forums and mechanisms is crucial to the revolutionary cause in each country. The two nations need to efficiently carry out cooperation mechanisms and programmes through the Party, Government, parliament, Fatherland Front channels and between their ministries, sectors and localities, Hung told his host.
In regard to sea-related issues, the top legislator laid emphasis on the agreement reached by Party General Secretary Nguyen Phu Trong and Party General Secretary and President Xi Jinping on consolidating political trust through the settlement of issues of different perceptions in the spirit of mutual understanding, friendship and honesty.
He confirmed Vietnam’s stance to work together with China to increase mutual understanding, maintain dialogue, and seek basic and long-term solutions acceptable to both sides. During the settlement process, both sides should well control the situation, maintain stability and actively argument maritime cooperation.
The sea issue should be resolved with a long-term strategic vision in line with international law and with full respect for each country’s legitimate interests and the Vietnam-China relations in general. Handling the issue well will help strengthen political trust and facilitate the development of the bilateral comprehensive strategic cooperation partnership”, he said.
The Chinese leader in turn hailed the collaboration between the Vietnamese National Assembly and the Chinese National People's Congress. The Chinese Party and State treasures and support this relationship as well as the friendship exchange between the two countries’ people, Xi Jinping said, adding that the two sides should maintain delegation exchanges, information and experience sharing, and mutual coordination and support at regional and international inter-parliamentary forums.
Xi Jinping said he hopes that the forthcoming 12th National Party Congress of Vietnam will make a success and Vietnam will reap even greater achievements in national construction and development process.
The two leaders were unanimous in intensifying high-level meetings and visits, stepping up communications on the bilateral traditional friendship and people-to-people exchanges to raise public awareness and create a high consensus in society on the development of the bilateral relations, for the interests of each country, and for peace and development in the region and the world at large.
During his tour to China, NA Chairman Hung is scheduled to hold talks with his Chinese counterpart Zhang Dejiang, meet with General Secretary of the Communist Party and President Xi Jinping and Chairman of the Chinese People's Political Consultative Conference Yu Zhengsheng. NA Chairman Hung will also visit the Vietnamese Embassy and talk with overseas Vietnamese in Beijing.
