Delegates are those representing nearly 5.2 million Party members nationwide.
As many as 1,587 representatives of the Communist Party of Vietnam (CPV) will attend the Party’s 13th Congress that will take place between January 25 and February 2.

The delegates, who represent nearly 5.2 million Party members, will be present at the preparatory meeting on January 25 and the opening session is slated for 8:00am January 26, according to Head of the Party Central Committee’s Commission for External Relations Hoang Binh Quan.
Roughly 67.67% of the total delegates obtain master degrees and above, Mr. Quan told the meeting.
Besides official delegates, former members of the CPV’s Central Committee from the 3rd tenure to the 12th tenure, a number of Vietnamese Heroic Mothers, religious dignitaries, intellectuals, artists, and youth among others are invited to attend the opening and closing ceremonies of the Congress.
Contents of the sessions
According to Mr. Quan, the congress will cover five reports namely the Political Report; review on the implementation of the socio-economic development strategies in 2011-20 and plans for 2021-2030; review on the socio-economic targets for 2016-20 and 2021-25; review on the Party building and the implementation of Party principles in the 12th congress; examination of the CPV’s Central Committee leadership in the 12th congress.
The draft documents have outlined specific targets, including the pursuit of the industrialization and modernization to escape from lower-middle income country by 2025; the 100th anniversary of the CPV’s establishment by 2030 with the upper-middle income status; the 100th anniversary of the founding of the nation with high-income status by 2045.
At the congress, the CPV’s Central Committee for the 2021-26 tenure will be elected with “special attention to personnel issues that are considered extremely important,” Mr. Quan said at the meeting.
The personnel issues will be based on the harmony between qualifications and structure that considers qualifications over structure and virtues over talents, he noted.
Crucial sectors and locations will have more numbers of the Party Central Committee members while the ratio of young people, women, and ethnic minorities will get more consideration. There are three groups of ages including below 50, between 50 and 60, and above 60.
Communist Party of Vietnam in external relations
Mr. Quan said the Communist Party of Vietnam is maintaining relations with 247 parties in 111 countries.
The CPV has strengthened external relations with many parties on international agendas as well as political parties, organizations, political circles, executive bodies and legislatures.
Diplomatic missions and organizations are invited to send their representatives to the opening and closing sessions.
