Shopping, sports, entertainment centers, and other facilities must reach standards for at least 500,000 visitors per year; the system of tourist accommodation establishments must serve at least 300,000 tourists per year, tourist accommodation establishments classified four-star, according to the decree.
In addition, national tourist resorts must be connected to national transportation and telecommunications systems, meeting conditions on security, social order and safety, and environmental protection.
The conditions for recognition of tourist destinations include: Having tourist resources, with boundaries determined on topographic maps certified by competent agencies. The scale of the map depends on management requirements and the specific topography.
Additionally tourist areas must be equipped with the necessary infrastructure and services to serve tourists, including good transport and communication system; electricity, clean water; signboards and explanations about the tourist area; food services and shopping mall booth. At the same time, tourist sites must meet conditions on security, social order and safety, and environmental protection.
