On January 16, Prime Minister Nguyen Xuan Phuc, Deputy Prime Minister Trinh Dinh Dung worked with Hanoi leaders and ministries about releasing traffic congestion. Especially, this issue is getting hotter and hotter when Tet holiday is coming.
In 2016, Hanoi was assessed investment was very fierce fight traffic jams. Along with measures to strengthen propaganda to raise awareness of people, the city has stepped up public passenger transport, reducing personal vehicle. An underlying cause jams in Hanoi City as well as the ministries identified as due to the development imbalance between individual transport and traffic infrastructure. Meanwhile, Hanoi has too heavy population, especially in inner city areas with high population density. Deputy Prime Minister Trinh Dinh Dung said that positive measures where it is difficult because of population growth. Besides, in the next 5 years, traffic congestion will become increasingly severe if there is no solution for private vehicles, especially cars since cars occupy 3-4 fold motorcycles.
According to Deputy Prime Minister, there should be measures to limit personal vehicles, strengthening public passenger transport. There are solutions to transfer production facilities out of the inner city, it is not made for tall buildings of public services.
Noting the efforts of Hanoi with the coordination of the various levels and branches of traffic congestion, but Prime Minister Nguyen Xuan Phuc specify: traffic congestion is due to many reasons, both objective and subjective agencies, mechanisms and policies, so the score does not only reduce congestion but also increase. There are many points of jams lasting several hours, causing annoyance to the society and people. The Prime Minister emphasized that Hanoi should see this as an important task to develop a sustainable capital. The requirement is set out a roadmap to resolve more determined, more effective.
Agreeing with the solutions that Hanoi as well as the ministries suggested, Prime Minister stressed: good management planning of Hanoi in some ways that we can do. In addition, measures are necessary to restrict private vehicles in accordance with legal provisions combining with communication, advocacy and development. The spirit of reducing density of vehicles on the road, strict management planning for infrastructure systems, ensuring no overlap, contradiction. "There must be a comprehensive program for many years, but the immediate future in the next 5 years, basically limited to anti-congestion measures with very specific and focused," Prime Minister stressed. In particular, priority of domestic resource mobilization, in order not to increase the public debt. "This resource can be mobilized in the form of public-private partnership (PPP)," the Prime Minister suggested. At the same time steering associated with decentralized mechanism for Hanoi.
