He said this is an important task, not just about scale or quantity, but about making qualitative changes in the activities of the political system.
To Lam delivered the speech at the National Conference in Hanoi on December 1 to review the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee; the socio-economic situation in 2024; solutions to accelerate socio-economic development in 2025; and to address institutional bottlenecks.
The conference covered key points in implementing Resolution No. 18-NQ/TW, addressing institutional bottlenecks, the socio-economic report for 2024, and solutions for accelerating socio-economic development in 2025, along with guidelines for propagating the conference's content.
General Secretary To Lam emphasized that the country has the strength, will, and determination to enter a new era of prosperous development, which is the critical time for a revolution in streamlining the political system's apparatus to ensure effective and efficient operations.
“To achieve the socio-economic development goals set by the 13th Party Congress, we must innovate our thinking, be decisive, breakthrough, and surpass ourselves. We need to create institutional breakthroughs, remove obstacles to mobilize resources, and strongly reform administration to create a favorable development environment,” he said.

Acknowledging the profound change in legislative thinking at the recent 8th session of the 15th National Assembly, General Secretary To Lam emphasized that institutional reform is the shared responsibility of the entire political system and each cadre and Party member involved in drafting and implementing laws.
We need a "strong enough medicine" to cure the disease of bureaucratic, mechanical work; negativity, harassment, "troubling the people," "troubling businesses," only working for personal gain, deliberately delaying work, seeking opinions in circles, and blaming the system.
He emphasized that the Central Committee has meticulously prepared the documents for the 14th National Party Congress. Party committees at all levels must focus on preparing personnel for the new term according to the guidelines, ensuring a team of cadres with the necessary qualities and capabilities to meet new development requirements. Each cadre and Party member must continuously learn to meet the new demands and tasks of the country.
He stated that the whole political system must address issues in personnel work before the Congress, such as those not re-elected playing it safe, avoiding new initiatives; those expected to join the new term's Party committee avoiding conflicts, fearing losing votes; and placing relatives and acquaintances in leadership positions or using "organizational tricks" to exclude those they dislike. Personnel work is the Party's responsibility, so Party committees at all levels must strictly adhere to the Party's Statutes, regulations, and legal provisions.
General Secretary To Lam called for the highest political determination from all levels and sectors, from the central to grassroots levels, in implementing this policy. This is an important task, a revolution in streamlining the political system's apparatus. It is not just about scale or quantity, but about making qualitative changes in the activities of the political system.
