Secretary of the Hanoi Party Committee Hoang Trung Hai and Secretary of the Lao Cai Province Party Committee Nguyen Van Vinh co-presided over a recent meeting, aiming to review coordination between two localities in the 2011-2016 period and promote comprehensive cooperation in the future.

According to report on cooperation in the period of 2011 to 2016, Permanent Vice Chairman of Hanoi People’s Committee Nguyen Van Suu confirmed that Party units, local governments and people of Hanoi and Lao Cai created favorable conditions and supported cooperation programs in many fields, such as investment promotion, tourism, agriculture and rural development, culture and society, information and communications, transport and social protection.
Hanoi signed cooperation agreement on managing transport and trade of poultry and poultry products with 14 cities and provinces in the North of Vietnam, including Lao Cai, and sent business missions to trade exchange conference between Hanoi and Northwestern provinces. For its part, Lao Cai created favorable conditions for export of Hanoi products.
In terms of tourism, the two localities proactively implemented tourism promotion activities, developed travel route Hanoi-Lao Cai, and inspected several travel destinations in the Northwestern area to support the connection between travel businesses.
In 2013, Hanoi signed cooperation agreement on production and consumption of safe vegetables with Lao Cai and seven provinces, cities in the North of Vietnam, and issued certificates for four Lao Cai producers, so that they can provide farm products in Hanoi. The city also assigned officials to implement cooperation programs on agricultural trade promotion, technology transfer and food safety management.
The Information and Technology sectors of Hanoi and Lao Cai signed cooperation programs in the fields of press, publishing and information technology in 2014 and 2015. Accordingly, two parties enhanced popularization on mass media and information exchange, focusing on important events, information about potentials, strength and success of socio-economic development, culture and society.
Regarding transport, there are 180 buses with around 5,000 passengers from Lao Cai to Hanoi and surrounding provinces per day. The two local Departments of Transport have cooperated to help seven transport businesses of Hanoi launch 85 buses per day on the routes.
On the occasion of visits to Lao Cai in 2011 and 2016, Hanoi leaders offered financial assistance of VND 5 billion to Lao Cai Social Security and Poverty Reduction Fund. Furthermore, Bitexco Group and Investment, Construction and Infrastructure Development (ICID) Company Limited provided VND 15 billion for the project on building Ethnic Boarding School in Sa Pa (Lao Cai), which has been put into use since April of 2016.
According to leaders of the two localities, the 2011-2016 cooperation programs mobilized resources from economic sectors, especially Hanoi enterprises, to bring potentials and strengths of Lao Cai into full play, stabilize and expand markets of both sides. However, the result of cooperation is incommensurate with their potentials and strengths.
Based on the result, Standing Commissions of Hanoi and Lao Cai Party Committees agreed to enhance cooperation in seven fields, in particular exchange experiences to specify policies and resolutions of the Party, improve leadership and fighting ability of Party units at all levels, and build the governments, Fatherland Front Committees and social, political organizations. Hanoi will help Lao Cai to enhance application of information technology in management and operation.
For the future, the two localities will create favorable conditions for units and enterprises to promote the connection and investment in high-tech and high-quality agricultural goods; the capital city will give assistance to Lao Cai businesses, help bring their products to Hanoi and promote consumption.
In the fields of trade, industry and promotion investment, Ha Noi will recommend enterprises for investment in the fields of leather shoes, textile, agricultural products and food processing, bring Lao Cai products into the city, and support the province to build provincial Center of Energy Saving and Efficient Use.
The two sides will increase experience exchange and cooperation in domain of transport, education and training, health and tourism, especially inter-regional tour of Hanoi - Lao Cai - Sa Pa.
Speaking at the meeting, Chairman of Hanoi People’s Committee Nguyen Duc Chung asked for policies to encourage regional links and create favorable conditions for enterprises to enhance mutual product consumption.
Secretary of Lao Cai Province Party Committee Nguyen Van Vinh emphasized the connection between localities and regions, especially between Lao Cai and Hanoi. He asked the capital city to organize cooperation conference between Northern provinces and Hanoi to increase the connection and socio-economic development. The province’s authorities will take measures to enhance mutual cooperation, he confirmed.
For his part, Secretary of Hanoi Part Committee Hoang Trung Hai appreciated success of Lao Cai over the past years, and urged comprehensive cooperation in all fields, especially building Party, political system and creating consensus among the people.
He suggested Hanoi and Lao Cai authorities should have more working sessions to increase information exchange, specify content of cooperation and implement it. Furthermore, the capital city will help Lao Cai build one or two new-style rural communes in border area, he said.
