Accordingly, the Department of Industry and Trade in cooperation with agencies of Ministry of Industry and Trade shall review and complete policy on operating, managing business and export of rice in accordance with market conditions; amend, supplement Decree 109/2010/ND-CP dated November 4, 2010 of the Government on trading, exporting rice, and guidance documents upon request of Ministry of Industry and Trade; help rice exporters to expand export market and deal with international commercial disputes upon request of Ministry of Industry and Trade; sum up information of implementation, shortcomings and problems during the process, and report to Ministry of Industry and Trade.
The Department of Agriculture and Rural Development in coordination with People’s Committee of suburban districts and towns shall check agriculture development planning, particularly define location and area eligible for developing commodity rice production for further development; suggest other crops or aquaculture for areas in difficult conditions; apply modern technologies to improve productivity and quality of products for domestic market and export; review, and act as advisor to improve policies on encouraging production, processing and consumption of rice products; cooperate with city’s agencies, departments, People’s Committees of districts, suburban districts and towns to increase state management of varieties, agriculture supplies and plant protection products, thus guaranteeing that rice products meet food safety and hygiene standards.
The Department of Information and Technology shall conduct information work, popularize the policy on developing export market of rice for the period of 2017 to 2020, orientation to 2030.
The Hanoi Promotion Center in cooperation with agencies of Ministry of Industry and Trade, Ministry of Science and Technology shall build and implement rice trade promotion programs, focusing on the major markets, traditional markets, new and potential markets; improve the capacity of market development, international marketing, negotiation, contract signing and implementation, and international trade dispute settlement; consolidate the network of business partners, and develop representatives abroad.
