The Capital sets plan on forest protection and development

According to Official Letter 9290/VP-KT issued on October 4, the Hanoi People’s Committee agrees to propose document on forest protection and development.




 

The Hanoi People’s Committee received Report 302/BC-BCD dated September 19, 2017 of the Steering Committee for Forest Protection and Development, focusing on forest management and protection, forest fire fighting and prevention in the dry season of 2017-2018. Accordingly, the Steering Committee gave the proposal as following:

Request People’s Committees of suburban districts to increase effort to perform their tasks and functions according to Decision 07/2012/QD-TTg dated February 8, 2012 of the Prime Minister on issuing policies on increasing forest protection;

Direct People’s Committees of suburban districts and towns having forest to allocate fund for forest protection and development, fire fighting and prevention annually; direct relevant departments, agencies and sectors to increase popularization among staffs and officers, focusing on obligation and responsibility for forest protection and management, fire fighting and prevention; create favorable condition for research to find out measures for forest management in association with eco-tourism; allocate fund for repairing, maintaining forest fire safety system; issue policies and mechanisms to support the development of ecological forest and high-quality forest for three types of forest (protection forest, special-use forest and production forest); encourage the development of protection forest in association with eco-tourism, thus protecting the forest in a sustainable manner; increase capitals for training and popularization of law on forest protection and development among forest owners and households who live in and near the forests, thus enhancing forest protection.


 
Furthermore, the Steering Committee asked People’s Committees of suburban districts and towns where forests are located to take actions as follows:

Issue documents to urge People’s Committees of communes and forest owners to comply with fire safety regulation; build plans to protect the forest and mobilize forces to fight forest fire in accordance with local condition; allocate fund to protect the forest and support officers who take part in forest fire fighting according to regulation; direct relevant agencies and sectors in cooperation with forest rangers to check forest protection and fire safety in the communes; timely amend forest protection and fire safety measures according to actual condition;

Fulfill their tasks and assignments according to regulation; build plans on forest management and protection, fire fighting and prevention in the area under their management; conduct patrol, handle and prevent actions which affect forest resources; conduct popularization, encourage the locals to increase sense of responsibility for forest protection, fire fighting and prevention.

In response to the document, the Hanoi People’s Committee directs Department of Agriculture and Rural Development in cooperation with relevant departments, agencies and sectors to review the proposal of the Steering Committee, act as advisor to the Municipal People’s Committee, and report to the People’s Committee by October 20, 2017. The task must be performed according to working the regulation of the Municipal People’s Committee.
