The Capital to carry out target program on health and population

Under the Official Letter 8793/VP-KGVX dated September 18, the Hanoi People’s Committee requests relevant departments and agencies to implement Target program on health and population for the period of 2016 to 2020.




 

The Hanoi People’s Committee received official letter of Ministry of Health on carrying out Target program on health and population for the period of 2016 to 2020. Accordingly, in order to finalize the program soon, People’s Committees of cities and provinces under the Central Government shall promptly improve mechanism towards centralized management and decentralized expertise, cooperate with each other smoothly and efficiently, avoid overlapping activities, reduce intermediaries, and prevent inconvenience in exchanges in both ways: from the Department of Health, public service delivery units of health, clinics of district and clinics of communes to the people; from the People’s Committees of provinces, departments, agencies, sectors, People’s Committees of suburban districts and People’s Committees of communes to the people. The provinces shall establish Management Boards of the program, which are led by Director of Departments of Health.

Furthermore, provinces shall divide projects into groups for better management, and assign members of the program management boards to take responsibility for each group of projects, so that Ministry of Health instructions will be realized effectively.



 

In order to fulfill the target, provinces must closely combine supervision, prevention, treatment and communications at all levels to detect diseases soon and prevent outbreak, reduce disease rate and fatality rate in case of outbreak; early detect and provide treatment for non-communicable diseases, thus reducing complications and treatment costs; improve community health and quality of population; enhance capacity of the preventive medicine system and healthcare system at grassroots level.  

People’s Committees of the provinces shall prepare plan to use state budget of localities according to Decision 1125/QD-TTg dated July 31, 2017 of the Prime Minister, and submit it to competent authority for approval. The targeted state budget for localities and ministries (if any) must be received and used with the right purpose as indicated in the projects.

For investment projects in the field of healthcare and population, localities shall cooperate closely with Ministry of Health, Ministry of Plan and Investment and Ministry of Finance to finalize list of prioritized and feasible projects. In response to the Ministry's document, Hanoi People’s Committee requests Department of Health in coordination with relevant units to perform the tasks as instructed, and report to the People’s Committee according to regulation.
