The Capital to plan on managing traffic means and environmental pollution
The Hanoi People’s Committee has just issued the Official Letter No. 3601/UBND-DT asking relevant departments and sectors to set up a plan on carrying ut the Resolution No. 04/2017/NQ-HDND dated July 4, 2017 of the Municipal People’s Council.
Under the plan, the Municipal People’s Committee received the Resolution No. 04/2017/NQ-HDND of the Municipal People’s Council on approving the scheme “Strengthening the management of means of road transport to reduce traffic jams and environmental pollution in the Hanoi for the 2017 – 2020 period with a view to 2030”. Under the scheme, the capital city sets up several long-term and urgent measures, including:
Promoting the management of road traffic vehicles so as to reduce congestion and environmental pollution as well as to better serve the people’s travel demands and improve the quality of living environment in the capital city;
Focusing on synchronously public transportation systems to make sure that the ratio of using public transport means in the inner city will reach from 20% to 35% of the total travel need by 2020 and from 50% to 55% by 2030;
Developing the network of traffic infrastructure in line with other planning, especially the transport planning approved by the Prime Minister by 2030 to make sure that the ratio of land for traffic compared with the land for urban areas will reach from 20% to 26% in the central, from 18% to 23% in satellite towns and 16% to 20% in towns;
Carrying out synchronous measure groups in three phases. Phase 1 (2017 – 2018): concentrating on implementing solutions on managing vehicles and boosting the state management of transport. Phase 2 (2017 – 2020): focusing on performing measures on managing the quantity and quality of traffic means as well as developing public transportation systems; taking more actions to reduce personal vehicles in areas and streets which always get serious traffic jams. Phase 3 (2017 – 2030), regularly reducing the number of motorbikes in some areas as well as preparing essential conditions for stop the use of motorbikes in districts by 2030.
Regarding the above matter, the Municipal People’s Committee assigned the Department of Transport to take prime responsibility and cooperate with Departments of Planning and Investment, Finance, Construction, Natural Resources and Environment, Information and Communications, Education and Training, Justice, Labor, Invalids and Social Affairs, Science and Technology, Home Affairs, Police and relevant units to urgently carry out and set up the plan of the Municipal People’s Committee on deploying the implementation of the Resolution No.04/2017/NQ-HDND dated July 4, 2017 of the Municipal People’s Council and then summit to the People’s Committee as stipulated by law.
