The Capital tries its best to gain 80% of new style rural communes by 2020

The Hanoi People’s Committee has just released the Report No. 196/BC-UBND on implementing the Decision No. 414/QD-TTg of the Prime Minister on improving the efficiency of implementing the National Target Program on building new style rural areas in association with agricultural restructuring in the Capital.

Accordingly, Hanoi sets up a list of key targets by 2020, including:

Developing agriculture toward commodity production, concentrated cultivation areas with the high value, sustainability, food safety and sanitation; striving to get the agricultural growth on average of at least from 3.5 -4% per year; the value of agricultural production will reach at least VND 250 million per hectare; focusing on developing modern cultural production models with hi-tech applications; increasing the value of hi-tech agricultural products from 25% to at least 35% out of the total agricultural production value in the area;

Continuing maintaining and improving the quality of the criteria for new style rural communes, especial standards of health, education, culture, environment and income; by 2020, the capital city will have at least 80% communes meeting new style rural criteria (increasing by 110 – 130 communes in comparison with 2015) and 10 districts, towns recognized as new style rural status; synchronously investing in socio – economic infrastructure in rural areas to meet basic production demands as well as serve people’s lives; ensuring strong political system, security, order and social safety;


By 2020, famer’s income in rural areas will reach at least VND 49 million per person per year; the rate of laborers having regular jobs will fetch over 95%; the rate of poor households in rural areas will be under 1,5% (according to new standards), etc;

In addition, the Capital city also identified leading missions and solutions for agricultural development in the five following years, including: synchronously carrying out a plans on restructuring agricultural sector in Hanoi for the 2016 – 2020 period; focusing on developing hi-tech agricultural production; ensuring food safety and hygiene; strengthening mechanization and automation into production, especial high quality rice, safe vegetables, flowers, ornamental plants, specialty fruit trees (orange, Dien pomelo, longan, banana , etc), livestock of poultry, animals, variety production, cow, aquaculture, etc.

To fulfill the outlined targets, the Hanoi Party Committee has established the Steering Board for the Program No. 02-CTr/TU dated April 26, 2016. Meanwhile, Hanoi People’s Committee sets up the Steering Board for National Target Programs in the capital city for the 2016 – 2020 period. Implementing the Decision No. 1920/QD-TTg dated October 5, 2016 of the Prime Minister, the Municipal People’s Committee consolidated the Coordination Office of New Style Rural Building Program which is in charge of advising the Steering Board for the Program No. 02-CTr/TU dated April 26, 2016 of the Hanoi Party Committee as well as helping Chairman of Hanoi People’s Committee to manage and perform its duties. Besides, the Municipal People’s Committee  directed districts and towns to consolidate Coordination Offices of New Style Rural Building Program at district level; arrange civil servants in charge of the work of building new style rural areas.
