The scheme on Children's Council of Hanoi has been approved

The Hanoi People’s Committee has recently issued the Decision No. 4365/QD-UBND on approving the scheme “Organizing and operating the Children’s Council of Hanoi for the 2017 - 2020 period”.



 
According to the decision, the Hanoi Youth Union, Council of the Ho Chi Minh Young Pioneer Organization and relevant Departments of Finance, Labor, Invalids and Social Affairs, Education and Training, Culture and Sports, Justice, Home Affairs   will be responsible for implementing the scheme “Organizing and operating the Children’s Council of Hanoi for the 2017 – 2020 period” during four years (2017 – 2020).

Regarding as a group representing children, the Council of Children will express wishes, desires and exchange, recommend concerned issues related to children in localities to representatives of People’s Councils at all levels. The Children’s Council is an important channel showing children’s hopes, desires to leaders of all levels of government.

Founded by the Standing Commission of the Hanoi Youth Union, the Children’s Council will include maximum 41 children at the age of from 9 to15, including 1 Chair-person, 2 Deputy Chair-person and 38 members.


 
To select outstanding individuals for the Children Council, the Municipal Youth Union will carry out following steps:

1. Establishing a Choice Board to select children for the Children’s Council at municipal level.

2. The Board of Choice is responsible for setting up criteria, structure of children joining in the Children’s Council; sending the list to the Hanoi Youth Union, the Council of the Ho Chi Minh Young Pioneer Organization, Divisions of Education and Training in districts, towns and relevant units to strengthen the popularization to all children.

3. Youth Unions of districts, towns will cooperate with Divisions of Education and Training to implement issues relating to children.

4. Children can apply and nominate for the Children’s Council. All candidates will show their wishes, desires to Youth Unions at district level.

5. Basing on achievements and presentations by children, Youth Unions in collaboration with Divisions of Education and Training in districts and towns will make the list of minor delegates and then send them to the Choice Board at municipal level.

​6. The Choice Board will select and make the list of candidates for the Children’s Council at municipal level.

7. The Standing Board of the Youth Union will make a decision to recognize members of the Children’s Council at municipal level.

Every year, the Children’s Council will review and consolidate its operation.
