Vietnam boosts cybersecurity, digital transformation and sci-tech partnership with UN
The Vietnamese Government is vigorously promoting science and technology, innovation and digital transformation, gradually making them a new pillar of the country’s development model.
THE HANOI TIMES — Vietnam is seeking the United Nations (UN)'s policy guidance and international expertise to advance cybersecurity, digital transformation and science technology.
At a meeting with Amandeep Singh Gill, UN Under-Secretary-General and Special Envoy on Technology to the UN Secretary-General in Hanoi this week, General Luong Tam Quang, Minister of Public Security said that the UN’s policy advices and assistance can help developing countries quickly access advanced sci-tech achievements and gradually enhance their own technological capacity.

"The Ministry of Public Security prioritizes cooperation with UN agencies in capacity building for transnational crime prevention, peacekeeping, gender equality promotion and counter-terrorism.," said Quang.
Quang said Vietnam highly values the UN’s close collaboration with the country in successfully signing the UN Convention against Cybercrime (Hanoi Convention) in October 2025, describing it as a significant milestone in fostering international cooperation on cybersecurity.
The minister called on the UN to continue supporting projects in Vietnam to promote a safe and inclusive digital transformation, with an emphasis on community digital safety and stronger cybersecurity and data protection capacities.
Gill congratulated Vietnam on the successful signing of the Hanoi Convention and praised the country’s increasingly proactive role in international agreements, particularly in AI and cybersecurity.
He reaffirmed the UN’s commitment to supporting Vietnam in digital transformation policymaking, technology governance standards, and enhanced cybercrime prevention, expressing confidence that UN-Vietnam cooperation will continue to grow and benefit the international community.

Also this week, Deputy Prime Minister Nguyen Chi Dung hosted Amandeep Singh Gill, informing the UN official about some of Vietnam’s achievements in sci-tech development, innovation and digital transformation
Dung underscored that the two sides have recorded progress in their sci-tech relations, with cooperation in strategic areas matching global trends and bilateral cooperation demand.
Calling on the UN to facilitate Vietnam to carry out specific cooperation aspects, the Deputy PM proposed the world’s largest multilateral organization expand cooperation in building digital capacity for Vietnamese experts and scientists.
Dung thanked and asked the Under-Secretary-General as well as his colleagues to keep supporting and promoting collaboration activities with Vietnam in science technology, innovation and digital transformation.
