Vietnam and China inked 36 agreements on the first day of the visit paid by Chinese President Xi Jinping.

The deals cover different fields regardless of politics and external affairs; defense and security; decentralized cooperation; and other fields like justice, crime prevention and control, patrol at sea, transport connection, investment, search and rescue at sea, establishing hotline at sea, green growth, economic ties, decentralized cooperation, building railways, digital economy, information technology and telecommunications, manpower, climate change response, intellectual property, and media.
The list includes:
- Cooperation agreement for 2024-2028 between the Communist Party of Vietnam (CPV)’s Commission for Information and Education and the Communist Party of China (CPC)’s Central Propaganda Department.
- Memorandum of understanding (MOU) on translating and publishing classic works between the two aforementioned bodies.
- Cooperation implementation plan for 2023-2027 between CPV’s Committee for Internal Affairs and the CPC’s Central Political and Legal Affairs Commission.
- Cooperation agreement in the new era between Vietnam’s Ministry of Foreign Affairs and China’s Ministry of Foreign Affairs.
- Treaty on extradition of imprisoned people between the two governments.
- Treaty on criminal prevention and control between the two governments.
- MOU on joint patrols in the Gulf of Tonkin between the two defense ministries.
- Cooperation plan under the “Belt and Road” initiative between the two governments.
- Agreement on building a bridge over the Red River in Vietnam’s Lao Cai bordering China’s Yunnan.
- Protocol on simplified immigration procedures for the building of the bridge over the Red River in the above-mentioned areas.
- MOU on implementing China-launched Global Development Initiative (GDI) between Vietnam’s Ministry of Planning and Investment and the China International Development Cooperation Agency (CIDCA).
- Agreement on search and rescue at sea between the two governments.
- MoU on establishing hotlines for fishing emergencies.
- MOU on green growth between Vietnam’s Ministry of Planning and Investment and China’s Ministry of Commerce.
- Agreement on friendship exchange between Party committees of Vietnam’s Haiphong and China’s Yunnan.
- Action Plan for 2023-2026 to implement MOU on trade promotion between Vietnam’s Ministry of Industry and Trade and China’s Yunnan.
- Action Plan in 2024-2026 between Vietnam’s Quang Ninh, Lang Son, Ha Giang and Zhuang Autonomous Region of China’s Guangxi for further development of Vietnam-China comprehensive strategic partnership.
- Action Plan in 2024-2026 for trade promotion between Vietnam’s Ministry of Industry and Trade and Zhuang Autonomous Region of China’s Guangxi.
- MOU on railways cooperation between Vietnam’s Ministry of Transportation and China’s National Development and Reform Commission.
- MOU on funding for cross-border railways between Vietnam’s Ministry of Transportation and the China International Development Cooperation Agency (CIDCA).
- MOU on investment in digital economy between Vietnam’s Ministry of Information and Communications and China’s Ministry of Commerce.
- MOU on information technology, telecommunications, and digital transformation between Vietnam’s Ministry of Information and Communications and China’s Industry and Information Technology.
- MOU on digital communications between Vietnam’s Ministry of Information and Communications and China’s National Radio and Television Administration (NRTA).
- MOU on communication cooperation between Vietnam’s Ministry of Information and Communications and the Government of China’s Press Office.
- MOU on cooperation in the digital economy and digital database between Vietnam’s Ministry of Information and Communications and China's National Bureau of Statistics.
- Cooperation program for 2024-2025 between Vietnam’s Ministry of Justice and China’s Ministry of Justice.
- MOU between Vietnam’s Ministry of Planning and Investment and China's National Development and Reform Commission.
- MOU on developing manpower between Vietnam’s Ministry of Planning and Investment and the China International Development Cooperation Agency (CIDCA).
- MOU on Vietnam’s Committee for Ethnic Minority Affairs and China’s State Ethnic Affairs Commission.
- MOU on building zones free from foot-and-mouth disease with vaccination.
- Protocol on plant quarantine for watermelon exported to China.
- MOU on the exchange of hydrological data during flood season between Vietnam’s Ministry of Natural Resources and Environment and China’s Ministry of Water Resources.
- MOU on climate change response and green development between Vietnam’s Ministry of Natural Resources and Environment and China's National Development and Reform Commission.
- MOU on copyright between Vietnam’s Ministry of Culture, Sports and Tourism and the National Copyright Administration of China (NCAC).
- Cooperation agreement between the Voice of Vietnam (VOV) and China Media Group (CMG), known as Central Radio and Television General Station.
- MOU between the Vietnam Television (VTV) and China Media Group (CMG).
