Vietnam’s new laws become effective since January 1, 2019

The Law on Denunciation supplements regulations on anonymous denunciation, cuts down the denunciation settlement process from five steps to four steps.

The laws on regional minimum wage, cyber security, denunciation are among Vietnam’s ten laws which will take effect since January 1, 2019.

Regional monthly minimum wage increased

Regional monthly minimum wage applied to laborers working under contracts in Vietnam will range from VND2.92 million (US$125) to VND4.18 million (US$180), depending on each region, from January 2019.

The Vietnamese government has issued Decree 157/2018/ND-CP regulating the regional monthly minimum wage for those working in businesses.

As of January 1 next year, regional minimum wage levels will be increased as follows: Region 1 – VND4.18 million (US$180), Region 2 – VND3.71 million (US$160), Region 3 – VND3.25 million (US$140) and Region 4 – VND2.92 million (US$125).

These numbers mark an increase of VND160,000-200,000 (US$6.8-8.5) compared with 2018.

The Law on Cyber Security takes effect

The Law on Cyber Security, with seven chapters and 43 articles, regulates activities to protect national security and ensure social order and safety on cyberspace, and responsibilities of agencies, organizations and individuals concerned.

Those who commit acts of violating the law’s provisions, depending on the nature and seriousness of their violations, will be disciplined, handle administrative violations or be examined for penal liability in accordance with the law.

The Law on Denunciation will not accept anonymous complaints

The Law on Denunciation comprises of nine chapters and 67 articles. It supplements regulations on anonymous denunciation, cuts down the denunciation settlement process from five steps to four steps. 

The law prescribes that denunciation can be made in the form of written petitions or at face-to-face meetings at authorized agencies and organizations. One new feature is that informers can withdraw all contents or part of their lodged denunciations before authorized offices issue conclusions on the denunciations.

Some other laws

The remaining are the Law on Defense, the Forestry Law, the Fisheries Law, the Law on Measurement and Map, the Law on Physical Training and Sports, the Law on Amendments and Supplements to 11 laws having regulations related to planning, and the Law on Amendments and Supplements to several articles of 37 laws related to planning.


The Law on Defense has seven chapters and 40 articles, amended down two chapters and 11 articles in comparison to the 2005 law. This is an important law governing the law system related to defense, and affecting the political, socio-economic, cultural, defense, and security systems.

The Law on Amendments and Supplements to 11 laws having regulations related to planning comprises of 12 articles, including 11 articles regulating the revision of 11 laws. They are the Law on Food Safety, the Notarization Law, the Pharmacy Law, the Investment Law, the Law on Public Investment, the Electricity Law, the Law on Chemicals, the Law on Economical and Efficient Use of Energy, the Law on Children, the Law on Prevention and Combat of Harmful Effects of Alcohol, and the Law on Science and Technology.
