Watch out! You may got caught littering in Hanoi with CCTV monitoring
The pilot project of littering monitoring by surveillance cameras and environment staff around pedestrian streets help to raise people’s awareness.
After one month for running a pilot project to monitor littering in pedestrian streets around Hoan Kiem Lake, Hanoi Urban Environment Company (URENCO) has proposed extending the project to 85 places in Hanoi, VnExpress reported, citing General Director of URENCO Nguyen Huu Tien on June 15.
“The pilot project to monitor littering by two fixed cameras and over 30 environment staff around pedestrian streets help to raise people’s awareness. However, this is not a long-term solution,” said Tien.
URENCO has proposed the districts in Hanoi to install video surveillance to erase the “black spot” on littering offenses, Tien added.
According to a URENCO report, Hanoi has 85 “black spots” where littering is rampant, including pedestrian streets around Hoan Kiem Lake, Bach Mai street (Hai Ba Trung district), Me Tri village, Thang Long highway, among others.
Deputy General Director of URENCO Tran Van Khai said, besides the CCTV, environmental staff with smart phones will also be mobilized to supervise street hygiene. Environmental staff are also requested to warn people that littering is recorded and fined.
Earlier, URENCO and the downtown Hoan Kiem District ran a pilot project from April 26 to May 19 to monitor littering through video surveillance. The company has currently put dozens of boards along the pedestrian streets to warn people not to dump litter otherwise they will be fined up to VND7 million (US$300).
After one month, 26 violations have been sanctioned with nearly VND40 million (US$1,720).
Current legislation in Vietnam regulates that a person can be fined VND5 - 7 million (US$215 – 300) for littering sidewalks, streets or the water drainage system. But fines are rarely issued.
