On December 5, at the 5th session, Hanoi People`s Council approved the resolution on project "General planning of Hoa Lac urban area - Hanoi to 2030 at 1 / 10.000 ratio".
Accordingly, Hoa Lac urban area is the largest of the five satellite urban areas in Hanoi, plays a special role in the development strategy of the capital.
An area of over 17,000 hectares
According to the Resolution, Hoa Lac urban area covers three Hanoi districts of Quoc Oai, Thach That and Son Tay, bordering with Ho Tay - Ba Vi axis (according to the master plan of the capital). The east is next to a dyke for the Tich river while the West and South near Hoa Binh Province. The proposed area is about 17,274 ha. The population is about 600,000 by 2030.
Hoa Lac urban area is planned with a focus on knowledge economy, environmental protection and ecology. In which the development focus is the high-tech zone and Hanoi National University.
It is synchronously linked to functional areas, transport systems, social and technical infrastructure, with emphasis on public, intelligent transportation for smart urban and ecology development. The master plan also defines the scope and scale of functional areas: new development zones, rehabilitation zones, restricted zones, development reserves while determining economic-technical norms of population density, land use criteria and development principles for each functional area.
Planning while maintaining cultural identity
Though agreeing with the planning, Hanoi People's Council representative Duong Duc Tuan noted that: the authority need to identify more in the orientation process until 2030 and vision to 2050. From that, priority should be implemented on development investment programs, resources for implementation and construction area estimate for each stage.
People's representative Tran Viet Anh (Ba Dinh district) said that with the area and size of the planning project, Hoa Lac urban area is equivalent to the medium city in Europe.
Therefore, it is necessary to further evaluate on cultural criteria in order to maintain and promote the cultural features of this area. Hoa Lac urban area is divided into 2 specific areas, urban development zone and green zone. In which, the urban development zone includes Hoa Lac Hi-Tech Park (1,600ha), Hanoi National University (1,000ha) and Dong Xuan - Tien Xuan new urban area (1,250 ha).
The green zone is surrounding the inner city, which is delimited by urban ring road, including the agricultural area in west of Tich River, Vien Nam Mountain Forest Ecoregion, Hoa Lac airport area connecting with Dong Mo Lake and Ba Vi National Park.

Many domestic and foreign projects expected to invest in Hoa Lac urban area are facing with difficulties in site clearance. However, with the recent approval of People's Council, there will be appropriate site clearance plan. This is a big attraction for foreign investors to invest in Hoa Lac.
Mr. Tran Ngoc Hung - President of Vietnam Construction Association: Must converge "worth living" factor It is necessary to attract residents to Hoa Lac urban area. To do that, Hoa Lac must converge many "worth living" factors in trade, employment, education, health and technical infrastructure.
"Hoa Lac urban should be planed to develope sustainably, focusing on knowledge economy, landscape and ecology environmental protection; ensuring national defense and socio-economic development for the public interest; exploiting the existing strengths and potentials; developing on the basis of a varied natural ecosystem and limiting the interventions to the existing natural landscape.", said Director of Planning and Architecture Department – Le Vinh
