AIIB promises financial solutions for Hanoi's extended metro line 2A

Hanoi plans to invest in the extension of Metro Line 2A during the 2026–2030 period, targeting groundbreaking in 2026 and project completion by 2030.

THE HANOI TIMES — The Asian Infrastructure Investment Bank (AIIB) has proposed providing financial strategy for the metro line 2A extension connecting Ha Dong and Xuan Mai wards, along with other routes, an offer warmly welcomed by the Hanoi government.

The discussion took place on September 25 at a meeting between Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan and Andres Pizarro, AIIB's Head of Transport for South Asia, Southeast Asia and the Pacific.

At the meeting, Vice Chairman Tuan briefed the guests on Hanoi’s rapid development and stressed the key role of transport infrastructure, particularly the metro system, in fulfilling the city’s rising mobility demands.

Until 2065, Hanoi aims to develop 15 metro lines. The line 2A extension is part of the larger No. 2 route that runs from Noi Bai International Airport through central Hanoi and connects with the Cat Linh – Ha Dong line.

“In 2026-2030, the city plans to move forward with the line 2A extension and prepare conditions for following projects,” Tuan said.

Welcoming AIIB’s interest, he hoped that the bank would consider supporting other metro projects beyond line 2A.

The Vice Chairman emphasized Hanoi’s strategy of mobilizing diverse funding sources while ensuring alignment with national approval procedures.

He also invited AIIB to send a working mission to Hanoi to clarify loan conditions, approval processes and explore technical assistance to enhance project management capacity.

For his part, Andres Pizarro praised Hanoi’s ambitious infrastructure goals, noting that AIIB has been closely engaging with the city’s railway authority.

“Economic development requires a solid infrastructure foundation, and this is one of AIIB’s strengths, especially in urban rail,” he said.

Reaffirming Vietnam’s status as a top strategic partner, Pizarro stressed AIIB’s commitment to accompany Hanoi in major projects and to provide timely, high-quality financial and technical support.
