Chairman Chung: Hanoi to accelerate ADB-funded projects

On August 30, at the meeting in Hanoi with Country Director of Asia Development Bank (ADB) in Vietnam Eric Sidgwick, Chairman of Hanoi People’s Committee Nguyen Duc Chung said that Hanoi will speed up the progress of ADB-funded projects.
Chairman Chung said the Capital will focus resources to bolster the progress of projects, adding that the capital will plant one million trees within the next five years as part of environmental protection efforts.
During the meeting, the two sides reviewed ADB-backed projects, and acknowledged that the Nhon-Hanoi Station urban railway, the Hanoi No.3 railway route, and the Lang-Hoa Lac water supply project are behind schedule.
Sidgwick and ADB specialists lauded Hanoi’s new approaches in environmental protection to ensure its substantial development and agreed to the proposal made by the city’s leader to develop an information cooperation mechanism. Under the proposal, the two sides will have a monthly meeting to evaluate progress and solve difficulties arising during projects’ implementation.
Over the past two years, Hanoi, as the leading city of the national economy, has taken different measures and implemented policies to promote the sustainable and fast development of the economy.
Hanoi regards administration reform as one of the 10 major tasks and key measures to realize socio-economic targets. Special attention is paid to reforming leadership and instruction to simplify administrative procedures; improve, supplement policies and mechanism to make them transparent and practical in accordance with newly issues laws, decrees and international integration requirements.
Over the past two years, the city has reduced time for business registration procedure from five to three working days; urged authorities to cut down at least 25% of time for procedure settlement and complete online registration of new enterprise establishment within two working days; connected the procedures of issuing investment certificate and business registration certificate for foreign investors; reduced up to 40% of time to settle investment administrative procedures; ensured that at least 95% of enterprises make tax declaration and tax payment online.
Along with administration reform, the city has strived to improve business environment, raise competitiveness and support enterprises. Many meetings and conferences were organized to help businesses ease difficulties and create favorable conditions for them. Measures were taken to help businesses in building brands, raising capabilities of product development, inventory and logistics management, and designing handicraft products to meet requirements of domestic market and export.
Hanoi has also implemented investment, trade and tourism promotion programs in an effort to help enterprises promote products, find business partners, and expand export market especially in advantaged and potential markets; enhanced arrangement, reform and restructuring of enterprises, and created favorable conditions for them to improve technology.
Furthermore, different policies have been implemented in the field of real estate effectively, contributing to ensuring transparency in the market, creating favorable conditions for individuals and organizations from all sectors to access market and sources of land, capital and human resources. They have also increased the capability to provide real estate products, especially housing and areas for production, business and services, and contributed to stabilizing the market.
For sustainable growth of the economy, Hanoi have enhanced effort to develop new-style rural areas and ease difficulties during the process in localities. So far, socio-economic infrastructure in rural areas has been upgraded, and living conditions of the farmers improved.
